<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,

<br /> BE iT FURTHER RESOLVED by the Council of the City of Portsmouth, VirgLnia:

<br /> 1. That no expansion of the disposal area, either upward or to the west, should be
<br />permitted, unless and until, all applicable environmental and economic impact studies have
<br />been completed and all pertinen: procedures have been strictly complied with.
<br />
<br /> 2. That this Council further states that use of Craney Island as a Fill area should
<br />be terminated at the earliest opportunity and that the whole of such area should be conveyed
<br />to the Commonwealth of Virginia, and ultimately the City of Portsmouth, to be utilized as
<br />a site for industrial development, such utilization to be accomplished with dispatch.
<br />
<br /> 3. That this Council calls upon the Army Corp of Engineers to review the alternative
<br />plan~ recommended in their September, 1979 report and, if necessary, commence a new study
<br />on alternate means for the dLsposal of dredged materials ~n the Hampton Roads-Chesapeake
<br />Bay Area.
<br />
<br /> 4. That the City Manager and the City Attorney be, and they hereby are, directed to
<br />carefully monitor the administrative disposition of this matter with full authority to
<br />take whatever steps are necessary to express the Council's opposition to the expansion of
<br />the Craney Island Disposal Area at such time and in such forums as they deem appropriate.

<br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to fcrward
<br />copies of this Resolution to the appropriate authorities.

<br /> 'The undersigned property owners, tenants and merchants of the downtown business district
<br />of the City of Portsmouth hereby petition the Council of the City of Portsmouth, Virginia, to
<br />take such action as may be required according to law to establish a special tax district withi~
<br />the City of Portsmouth; said district to consist of property bounded genera]!~by London Boule-
<br />yard and Queen Street on the north, Chestnut Street on the west, County Street and Crawford
<br />Street on the south, and Crawford Street on the east as shown on the attached diagrm; said
<br />special tax district to be created for the purpose of levy and collection of an annual tax on
<br />the real property in the distriat mn addition to the local real property tax levied by the
<br />City of Portsmouth, said additional tax ~o be used for the purpose of providing additional
<br />gover}~mental services including, but not limited to parking facilities water supply; sewage,
<br />garbage removal and~di~t~o~al,. . . public, transportation ~ervice, fire fighting equipmen.t and pro-
<br />tection, public utmlzt~es, police protection, promotion of the business district, sidewalks
<br />and pedestrian malls and such other purposes as may be requested by the district and ~etermined
<br />by the council for the use and benefit of the public in such special tax distric. Signed by

<br /> 81-380 Joseph E. Knight, 4820 Portsmouth Boulevard, representing Simonsdale Civic
<br />Club, requested more information on the letter received from the City Attorney concerning
<br />
<br />the apartments in the S100 Block of Portsmouth Boulevard - if they woulJ be bought b [ning
<br />:the-~m~edcontract authorizing use of Section 8, subsidized housing; also spoke conc)[ PRHA
<br />for subsidized housing, and if so, would like to be informed.
<br />
<br /> 81-381 - John Wallace, 300 Deal Drive, spoke concerning the s~atemen~ released b
<br />the City Attorney's Office relative to the appeal on Westhaven/Simonsdale subsidized Lousing.
<br />
<br /> 81-382 - Mrs. Velma Topping, 4618 South Street, representing Central Mid-City Civic
<br />League, inquired to what had happened to the plans for a community room in the Westha~en
<br />Community, an addition to the Westhaven Elementary School, to be used by the school during
<br />school time, the community, and otherwise, and now these plans had been taken away why can't
<br />
