July 10, 2001 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, July 10, 2001, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Daniel M. Stuck, Deputy City Attorney George M. Willson. <br /> <br /> Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes <br />of a Called Meeting on June 26, 2001, and a Regular Meeting on July 26, 2001, and <br />was adopted by unanimous vote. <br /> <br />- Public Hearing - <br /> <br />01 - 205 - Public hearing on use permit, group housing and street closure applications: <br /> <br />(a) UP-01-07 <br /> <br />OREGON ACRES NEIGHBORHOOD - Gateway House of Virginia, <br />Inc. requests a use permit to operate a halfway house for women at <br />4230 Portsmouth Boulevard. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to grant the applicant's request <br />to defer consideration of UP-01-07 to the public hearing meeting of September 11, <br />2001, and was adopted by unanimous vote. <br /> <br />(b) UP-01-12 <br /> <br />HIGHLANDS NEIGHBORHOOD - Jorge Macias requests a use <br />permit to operate a restaurant at 4010 George Washington <br />Highway. The Comprehensive Plan recommends commercial <br />development in this area. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-01-12 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(c) UP-01-13 <br /> <br />DOWNTOWN NEIGHBORHOOD - Virginia Gateway Center for the <br />Arts requests a use permit for an office for the arts organization at <br />524 Middle Street Mall. The Comprehensive Plan recommends <br />commercial development in this area. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that UP-01-13 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(d) GHP-01-03 <br /> <br />CHURCHLAND NEIGHBORHOOD - Rustom and Milda Irani <br />requests a group housing use permit to construct a nine unit <br />apartment complex at 5818 and 5820 West Norfolk Road. The <br />Comprehensive Plan recommends single-family development on <br />the site. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to grant the applicants' request <br />to defer consideration of GHP-01-03 to the public hearing meeting of August 14, 2001, <br />and was adopted by unanimous vote. <br /> <br /> <br />
