July 10, 2001 At a Regular Meeting of the City Council on Tuesday, July 10, 2001, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Daniel M. Stuck, Deputy City Attorney George M. Willson. Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes of a Called Meeting on June 26, 2001, and a Regular Meeting on July 26, 2001, and was adopted by unanimous vote. - Public Hearing - 01 - 205 - Public hearing on use permit, group housing and street closure applications: (a) UP-01-07 OREGON ACRES NEIGHBORHOOD - Gateway House of Virginia, Inc. requests a use permit to operate a halfway house for women at 4230 Portsmouth Boulevard. Motion by Mr. Benn, and seconded by Mr. Pitts, to grant the applicant's request to defer consideration of UP-01-07 to the public hearing meeting of September 11, 2001, and was adopted by unanimous vote. (b) UP-01-12 HIGHLANDS NEIGHBORHOOD - Jorge Macias requests a use permit to operate a restaurant at 4010 George Washington Highway. The Comprehensive Plan recommends commercial development in this area. Motion by Mr. Benn, and seconded by Mr. Moody, to concur with the recommendation of the Planning Commission that UP-01-12 be approved on first reading, and was adopted by unanimous vote. (c) UP-01-13 DOWNTOWN NEIGHBORHOOD - Virginia Gateway Center for the Arts requests a use permit for an office for the arts organization at 524 Middle Street Mall. The Comprehensive Plan recommends commercial development in this area. Motion by Mr. Benn, and seconded by Mr. Griffin, to concur with the recommendation of the Planning Commission that UP-01-13 be approved on first reading, and was adopted by unanimous vote. (d) GHP-01-03 CHURCHLAND NEIGHBORHOOD - Rustom and Milda Irani requests a group housing use permit to construct a nine unit apartment complex at 5818 and 5820 West Norfolk Road. The Comprehensive Plan recommends single-family development on the site. Motion by Mr. Pitts, and seconded by Mr. Benn, to grant the applicants' request to defer consideration of GHP-01-03 to the public hearing meeting of August 14, 2001, and was adopted by unanimous vote.
