July 10, 2001 <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is directed to deliver a copy of <br />this resolution to the Honorable James A. Cales, Jr., Chief Judge of the Circuit Court for <br />the City of Portsmouth." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 211 - Adoption of a resolution approving the Six-Year Urban Allocation Plan <br />seeking funding through the Virginia Department of Transportation and the <br />Commonwealth Transportation Board for highway projects in Portsmouth. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution approving the Six-Year Urban Allocation Plan seeking <br />funding through the Virginia Department of Transportation (VDOT) and <br />Commonwealth Transportation Board for highway projects in Portsmouth. <br /> <br />the <br /> <br />Purpose and Need: <br /> <br />· Inclusion of the projects will make them available for urban funding through the <br />VDOT Six-Year Improvement Plan. <br /> <br />Financial Impact: <br /> <br />· The approved projects will be 98% State funded and 2% City funded. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item with <br /> modifications. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION TO APPROVE A PROJECT PRIORITY LISTING FOR URBAN <br />ROAD CONSTRUCTION FOR THE SIX-YEAR PERIOD FY 2002-2007 THROUGH <br />FY 2007-2008. <br /> <br /> WHEREAS, the Council of the City of Portsmouth has been requested to give <br />consideration and provide advice on a proposed program of urban road improvements <br />to be included in the Virginia Department of Transportation Six-Year Urban Road Plan; <br />and <br /> <br /> WHEREAS, the Council has carefully considered the needs of the City and the <br />staff recommendation with respect to this proposal; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, that it does hereby adopt the following project priority listing, for inclusion in <br />the "Urban System Construction Program" prepared by the Virginia Department of <br />Transportation for the Six-Year Urban Road Plan during the six-year period of FY2002- <br />2007 through FY-2007-2008: <br /> <br /> 1. Martin Luther King Freeway Extension - Extend the 4 lanes of Martin <br />Luther King Freeway along Harbor Drive to Turnpike Road. <br /> <br />city limit. <br /> <br />Airline Boulevard - Upgrade to 4 lanes from City Park Avenue to western <br /> <br /> 3. Elmhurst Lane - Upgrade to 2 improved lanes from Portsmouth Boulevard <br />to Clifford Street. <br /> <br />Bridge. <br /> <br />Elm Avenue - Upgrade to 4 lanes from County Street to the Jordan <br /> <br /> 5. Deep Creek Boulevard - Upgrade to 2 improved lanes from Wright <br />Avenue to the southern city limit. <br /> <br /> 6. Virginia Avenue - Upgrade to 2 improved lanes between London <br />Boulevard and Hartford Street. <br /> <br /> <br />
