Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None 01 - 211 - Adoption of a resolution approving the Six-Year Urban Allocation Plan seeking funding through the Virginia Department of Transportation and the Commonwealth Transportation Board for highway projects in Portsmouth. Recommendation: · Adoption of a resolution approving the Six-Year Urban Allocation Plan seeking funding through the Virginia Department of Transportation (VDOT) and Commonwealth Transportation Board for highway projects in Portsmouth. the Purpose and Need: · Inclusion of the projects will make them available for urban funding through the VDOT Six-Year Improvement Plan. Financial Impact: · The approved projects will be 98% State funded and 2% City funded. 1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item with modifications. Motion by Mr. Pitts, and seconded by Mr. Moody, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION TO APPROVE A PROJECT PRIORITY LISTING FOR URBAN ROAD CONSTRUCTION FOR THE SIX-YEAR PERIOD FY 2002-2007 THROUGH FY 2007-2008. WHEREAS, the Council of the City of Portsmouth has been requested to give consideration and provide advice on a proposed program of urban road improvements to be included in the Virginia Department of Transportation Six-Year Urban Road Plan; and WHEREAS, the Council has carefully considered the needs of the City and the staff recommendation with respect to this proposal; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, that it does hereby adopt the following project priority listing, for inclusion in the "Urban System Construction Program" prepared by the Virginia Department of Transportation for the Six-Year Urban Road Plan during the six-year period of FY2002- 2007 through FY-2007-2008: 1. Martin Luther King Freeway Extension - Extend the 4 lanes of Martin Luther King Freeway along Harbor Drive to Turnpike Road. city limit. Airline Boulevard - Upgrade to 4 lanes from City Park Avenue to western 3. Elmhurst Lane - Upgrade to 2 improved lanes from Portsmouth Boulevard to Clifford Street. Bridge. Elm Avenue - Upgrade to 4 lanes from County Street to the Jordan 5. Deep Creek Boulevard - Upgrade to 2 improved lanes from Wright Avenue to the southern city limit. 6. Virginia Avenue - Upgrade to 2 improved lanes between London Boulevard and Hartford Street.
