Lee Addison, III, has made application <br />to vacate, close and discontinue the hereinafter-described portion of Armstrong Street, <br />and it appearing that Notice of Application and Request for the Appointment of Viewers was <br />duly posted oF November 2, 1981, on the bulletin board of the Circuit Court of the Cit~ of <br />Portsmouth, the General District Court of the City of Portsmouth and the City Hall Build- <br />ing of ~he City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that A. N. Kendrick, Simon P. Harrington, Richard D. Ottavio, James V. McGhee and Raymond <br />Tweed be appointed viewers and that Howard L. Davis and George N.
