<br />"AN ORDINANCE TO APPROPRIATE $340,758 FROM THE CItY GARAGE FUND TO CONSOLIDATE
<br />GARAGE SERVICES FOR THE CITY AND THE SCHOOL BOARD."

<br /> On Motion of Mrs. Webb and seconded by Mr. Gray, the ordinance was adopted, and by the

<br />STRUCTURAL ENGINEERING SERVICES RELATED TO FLOOR DEMOLITION AND RECONSTRUCTION
<br />AND WALL BRACING FOR THE 1846 COURT HOUSE."

<br />The following reports from the City Manager were presented:

<br /> 81-440 "Consideration of an ordinance to amend the Code of the City of Portsmouth,
<br />Virginia, 1973, by amending Sections 2-17, 2-41, 2-42, 2-44, 2-47, 2-48, 2-49, 2-52, 2-56,
<br />2-63, and 2-64 pertaining to City Council procedures.
<br />
<br /> The Rules Committee of the City Council has conducted a review of portions of the City
<br />Code pertaining to the procedures governing meetings of the City Council. This ordinance amem
<br />certain provisions of the Code in accordance with the recommendations of this Committee. The
<br />City Manager recommends adoption."
<br />
<br /> Jim Hartley, 43 E. Pollux Circle, representing Simonsdale Civis Club, spoke against
<br />insufficient advertising of ~nding tee ordinance.an~ ~tt~eCouncil procedures and asked
<br />for deferment of the ordinance.

<br /> On motion of Mr. Barnes and sec6nd~d by Mrs. Webb, the following ordinance was adopted

<br /> 81-441 "Consideration of a motion to adoFt rules of order and procedure for the
<br />Portsmouth City Council.
<br />
<br /> Effective January 1, 1982, Section 2-63 of the City Code provides that the City Council
<br /> i
<br />may adopt such rules of order and procedure as t shall deem necessary for the proper and ef-
<br />ficient conduct of its business. This motion adopts such rules and procedures as recommended
<br />by the Rules Committee of the Council. The City Manager recommends adoption.
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Whitlow, to adopt rules of order and procedure
<br />for the Portsmouth City Council, as recommended, and was adopted by unanimous vote.

<br /> 81-442 "Consideration of an ordinance ~o amend the Code of the City of Portsmouth, Vir±
<br />ginia, 1973, as amended by amending Sections 6-7, 6-8, 6-15, 6-17, and 6-18 of the Building
<br />Code, to conform to changes in the uniform statewide building code,
<br />
<br /> This ordinance will bring our Building Code into compliance with the State Building
<br />Code regarding examination and certification of plumbing, mechanical, and electrical contrac-
<br />tors; change in terminology and definition of plumbing vs. mechanical worker's functions. It
<br />will also raise our minimum permit fees to $10.00 This amendment of Sections 6-7, 6-8, 6-13,
