<br />Freeway and that the Commonwealth assure that the construction of the Western Freeway will
<br />be completed praor to completion of the Section of 1-664 from Newport News to Route 17 in
<br />the City of Suffolk.

<br /> BE IT FURTHER RESOLVED by this Council that the Department of Highways g Transportation
<br />of the Commonwealth of Virginia is requested to represent to the United States Department
<br />of Transpcrtation that the Section of 1-664 from 21st Street in the City of Newport News to
<br />Route 17 in the City of Suffolk will be an essential gap in the Interstate System upon the
<br />completion of the Western Freeway and that 1-664 should be completed to its termination ar
<br />Bowe~s~Hill in The City of Chesapeake and provide a Western terminus for the Western Freeway.

<br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, authorized to forward
<br />copies of this Resolution to all members of the Virginia General Assembly who represent the
<br />City of Portsmouth and to the Department of Highways and Transportation of the Commonwealth
<br />of Virginia."

<br /> Bids have been received for Phase I of improvements to the Pinners Point Sewage Treatment

<br />from the Public Utilities Capital Improvement Fund. The previous appr~.priation was based on

<br /> 82-53 - "Consideration of an ordinance to amend the Code of the City of Portsmouth,
<br />Virginia, 1973, by amending Article I of Chapter 23 of the City Code which pertains to stoppin
<br />standing, and parking of vehicles.
<br />
<br /> There are approximately 1,500 summonses issued annually for parking violations, a large
<br />number of these are not paid. Ibis ordinance will allow police officers to tow vehicles
<br />owned by individuals who have three or more outstanding parking violations against the vehicle
<br />The vehicle cannot be released from the City Compound until all parking violations are paid.
<br />The City Manager recommends adoption."

<br /> 82-35 "Consideration of a resolution approving, ratifying and confirming the issuance
<br />and sale of $7,650,000 of General Obligation Bond Anticipation Notes for the purpose of paying
<br />the cost of various public improvement projects.
<br />
<br /> Previous bond resclutions require the Council to ratify the issuance of Bond Anticipation
<br />Notes. S7,650,000 in Bond Anticipation Notes have been issued and are outstanding. This
<br />amount reflects $1,700,000 ~n new issues since the last ratification, November 10, 1981.
<br />Details of each note with respect to the principal amount, purpose, original issue and renewal
<br />dates and the respective interest rares are included in the resolution. The City Manager
<br />recommends adoption."
