January 11, 2000 At a Regular Meeting of the City Council on Tuesday, January 11, 2000, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. Councilman J. Thomas Benn III opened the meeting with prayer, which was followed by the posting of the Colors by Portsmouth Sheriff Department and the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minutes of a Called Meeting on December 14, 1999, a Regular Meeting on December 14, 1999, and was adopted by unanimous vote. 00 - 03 - Presentations: Proclamation presented to Sheriff Gary Waters and Toni Smaw-Bembry in appreciation for the "2nd Annual Gary Waters/City of Portsmouth Blood Drive." Proclamation presented to Sue Burton for the "Friends of the Library Silver Anniversary Month." Presentation of special pins to newly appointed Boards and Commissions Members. - Public Hearing - 99 - 228 - Public Hearing on a rezoning application: (a) Z-99-04 PRENTIS PARK AND BRIGHTON NEIGHBORHOOD James Bazemore requests a rezoning from RS-60 to M-1 at 1513 Columbus Street. (Deferred from November 23, 1999 City Council meeting). 1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on Council agonizing over the rezoning. Motion by Mr. Pitts, and seconded by Mr. Moody, to concur with the recommendation of the Planning Commission that Z-99-04 be denied, and was adopted by the following vote: Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst Nays: Holley 00 - 04 - Public Hearing on a use permit and a rezoning applications: (a) UP-99-19 WESTHAVEN NEIGHBORHOOD - George R. Vinson, Jr. requests a use permit to operate an assisted living facility at 3600 County Street. Motion by Mr. Whitehurst, and seconded by recommendation of the Planning Commission that reading, and was adopted by unanimous vote. Mr. Moody, to concur with the UP-99-19 be approved on first (b) Z-00-01 HODGES MANOR NEIGHBORHOOD - Girls Inc., requests a rezoning of their property from Residential, RM-60 to Commercial, C-I-K at 5905 Portsmouth Boulevard. 1. Anne Davis, 101 Crawford Parkway, spoke in support of the rezoning. Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to concur with the recommendation of the Planning Commission that Z-00-01 be approved on first reading, and was adopted by unanimous vote.
