January 11, 2000 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, January 11, 2000, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the posting of the Colors by Portsmouth Sheriff Department and the Pledge <br />of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on December 14, 1999, a Regular Meeting on December 14, 1999, and <br />was adopted by unanimous vote. <br /> <br />00 - 03 - Presentations: <br /> <br />Proclamation presented to Sheriff Gary Waters and Toni Smaw-Bembry in <br />appreciation for the "2nd Annual Gary Waters/City of Portsmouth Blood Drive." <br /> <br />Proclamation presented to Sue Burton for the "Friends of the Library Silver <br />Anniversary Month." <br /> <br />Presentation of special pins to newly appointed Boards and Commissions Members. <br /> <br />- Public Hearing - <br /> <br />99 - 228 - Public Hearing on a rezoning application: <br /> <br />(a) Z-99-04 <br /> <br />PRENTIS PARK AND BRIGHTON NEIGHBORHOOD James <br /> <br />Bazemore requests a rezoning from RS-60 to M-1 at 1513 <br />Columbus Street. (Deferred from November 23, 1999 City Council <br />meeting). <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on Council agonizing over the <br /> rezoning. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that Z-99-04 be denied, and was adopted <br />by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: Holley <br /> <br />00 - 04 - Public Hearing on a use permit and a rezoning applications: <br /> <br />(a) UP-99-19 <br /> <br />WESTHAVEN NEIGHBORHOOD - George R. Vinson, Jr. requests <br />a use permit to operate an assisted living facility at 3600 County <br />Street. <br /> <br /> Motion by Mr. Whitehurst, and seconded by <br />recommendation of the Planning Commission that <br />reading, and was adopted by unanimous vote. <br /> <br />Mr. Moody, to concur with the <br />UP-99-19 be approved on first <br /> <br />(b) Z-00-01 <br /> <br />HODGES MANOR NEIGHBORHOOD - Girls Inc., requests a <br />rezoning of their property from Residential, RM-60 to Commercial, <br />C-I-K at 5905 Portsmouth Boulevard. <br /> <br />1. Anne Davis, 101 Crawford Parkway, spoke in support of the rezoning. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that Z-00-01 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br /> <br />
