<br /> 'The Industrial Developmen~ Authority of the City of Portsmouth, Virginia w~s to
<br />apprise Council of its support for the rezoning of proper~y located a~ 3825 Adams Street
<br />Residential R-150 to Industrial M-2-K Conditional.

<br /> On January 28, 1982 the Authority approved an Industrial Development Bond Inducement
<br />Resolution for Nautical Distributors, Inc. for the eon~uctl~ and equipping of a facility
<br />on the prementioned property for a marina, marine supplies, boat repair, boat sales and re-
<br />lated nautical business.
<br />
<br /> This facility will generate additional employment and tax base for t~e City, and prove
<br />to be an asse~ to the community if developed under the plans that have been presented to our
<br />Authority and the City Planning Commission.

<br />"A RESOLUTION OF THE INDUSTRIAL DEVELOPMENT AUTHORITY OF THE CITY OF PORTSMOUTH,
<br />VIRGINIA EXPRESSING SUPPORT FOR ~HE ESTABLISHMENT OF A MARINA ON PROPERTY LOCATED
<br />ON THE WESTERN BRANCH OF THE ELIZABETH RIVER.
<br />
<br /> WHEREAS, it is the purpose of the industrial development Authority of the City of
<br />Portsmouth to encourage the growth of the City, its tax base and employmen~ opportunities;
<br />
<br /> WHEREAS, Nautical Distributors, Inc. has expressed a desire to purchase land £or the
<br />development of a marina on the Western Branch of the Elizabeth River; and
<br />
<br /> WHEREAS, the Authority has reviewed the preliminary proposal and plans of Nautical Dis-
<br />tributors and finds them to be of a nature which will complement the development of the area
<br />and is in accord with the City's Comprehensive Plan; and

<br /> WHEREAS, the land must be rezoned by the City of Portsmouth to permit this development;
<br />and
<br />
<br /> WHEREAS, it is the desire of the Industrial Development Authority of the City of Ports-
<br />mouth to express its encouragement to the Portsmouth Planning Commission and the Portsmouth
<br />City Council.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Industrial Development Authority of the City of
<br />Portsmouth that the Authority wishes to express its support for the rezoning of certain land
<br />along the Western Branch of the Elizabeth River for the purpose of permitting the establish-
<br />ment of a marina which will be compatible with the overall development of that area.
<br />
<br /> BE IT FURTHER RESOLVED, nhat a copy of this resclution be forwarded to the members of th,
<br />Portsmouth Planning Commission and to the Council of the City of Portsmouth, Virginia."

<br /> Ei~.A.~Bartlett, 3930 West Norfolk Road, representing Clifton T. g Mary Forrest, spoke
<br />in support of the petition, and stated that the proposed marina had been approved by the Corp
<br />of Engineering[Permit), Marine Resources Commission and the Water Control Board.
<br /> Mntion of Mr. Gray and seconded by Mrs. Webb, to concur ~n the recommendation of the
<br />Planning Commission, the following ordinance to ~e~ approved from Residential R-150 to
<br />Industrial M-2-K (Ccn~itional) on first reading, was adopted by Rh~et~hi~%o~=Abstaining)
