April 13, 1982 <br /> <br />At a regular meeting of <br /> <br /> the City Council held on April 13, 1982, there were present: <br /> <br /> Ben A. Beamer, Sro, J. Robert Gray, Edward L. Oast, Jr., Gloria O. Webb, <br /> Morton V. Whitlow, G. Robert House, Jr., City Manager, Steven Lieberman, <br /> City At%o~ey. <br /> <br /> Absent: J. E. Johansen, Jack P. Barnes <br /> R~v. Philip~J. Parker,.'PastOr, Cal~ary BaptiSt ~Chu!ch, opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag~ <br /> Vice Mayor Beamer presided in the absence of the Mayor, and welcomed all visitors in <br />attendance. <br /> Motion of Mrs. Webb and seconded by Mr. Gray, minutes of the called meeting of March <br />1982; minutes of the regular meeting of March 23, 1982, be approved as received, and was <br />adopted by unanimous vote. <br /> <br />23, <br /> <br />UNFINISHED BUSINESS <br /> <br /> 82-102 the following ordinance approved on first reading at the regular meeting of <br />March 23, 1982, was taken up and read: <br /> <br />'AN ORDINANCE TO APPROPRIATE $199,904 <br /> SCHOOL BOARD FOR THE <br /> <br />FROM THE CIFY GARAGE FUND FOR GARAGE <br />REMAINDER OF FISCAL YEAR 1981-82." <br /> <br />Gray and seconded by Mr. Whitlow, the ordinance was adopted, and by the <br /> <br /> SERVICES FOR THE <br /> <br /> On motion of Mr. <br />following vote: <br /> <br />Ayes: Beamer, Gray, Oast, Webb, Whitlow <br />Nays: None <br /> <br /> 82-104 The following ordinance deferred at the regular meeting of March 23, <br />taken up and read: <br /> <br />"AN ORDINANCE TO ~MEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />AS AMENDED, BY AMENDING SECTION 6-9 THEREOF, PERTAINING TO FIRE LIMITS IN <br />THE CITY OF PORTSMOUTH PURSUANT TO SECTION 301.2 OF BASIC BUILDING CODE." <br /> <br />1982, was <br /> <br /> On motion <br />following vote: <br /> <br />of Mr. Whitlow and seconded by Mr. Gray, <br /> <br />Ayes: Beamer, Gray, Oast, Webb, Whitlow <br />Nays: None <br /> <br />the ordinance was adopted, and by the <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 82-124 "Consideration of an ordinance <br />Capital Improvements Fund for the completion <br />Railroad right-of-way. <br /> <br />on first reading to appropriate $10,000 from the <br />of survey operations for the Seaboard Coast Line <br /> <br /> The City is in the process of dispersing those properties acquired from the abandoned <br />Seaboard Coast Line Railroad right-of-way. The dispersal of the property requires an extensi~ <br />survey and the preparation of numerous disposition plats. It is anticipated that $10,000 will <br />complete the survey and plat preparation work. Funding for these operations is being provided <br />through the sale of portions of the proFerty. The City Manager recommends adoption on first <br />reading." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, <br />first reading, and by unanimous vote: <br /> <br />the following ordinance was approved on <br /> <br /> IMPROVEMENT FUND FOR <br /> DISPOSITION OF THE <br /> <br /> "AN ORDINANCE TO APPROPRIATE $10,000 FROM THE CAPITAL <br /> ENGINEERING AND SURVEY SERVICES IN CONNECTION WITH THE <br /> FORMER SEABOARD COAST LINE RIGHT-OF-WAY." <br /> <br /> 82-125 "Consideration of an ordinance to amend certain sections of Chapter 31 of the <br />Code of the City of Portsmouth, pertaining to Retirement. <br /> <br /> The proposed changes mainly affect the supplementary contribution by the City for post- <br />retirement adjustments of retirement allowances. The method presently required by the Code <br />for determining the contribution for pcst-retirement adjustments is known as the 'pay-as-you- <br />go' method. If the code is changed as recommended, the "terminal funding" method will be <br />required for determining the contribution. The proposed changes have been recommended by the <br />Actuary. The City Manager recommends adoption." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br /> 'AN ORDINANCE TO AMEND THE CCDE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br /> BY AMENDING SECTIONS 31-49(b), (c), (dl AND (e); SECTION 31-68 (a); SECTION <br /> ~1-135 (b), (c), (d~AND (e); AND SECTION 31-155 PERTAINING TO CONTRIBUTION <br /> OF THE SUPPLEMENTAL RETIREMENT SYSTEM AND THE FIRE AND POLICE RETIREMENT <br /> SYSTEM." <br /> <br />Ayes: Beamer, Gray, Oast, Webb, Whitlow <br />Nays: None <br /> <br /> <br />
