April 27, 1982 <br /> <br /> The regular City Council meeting was held on Tuesday, April 27, 1982 at 7:30 p.m. in the <br />T. A. Willett Auditorium of the Woodrow Wilson High School, with the following present: <br /> <br /> J. E. Johansen, Jack P. Barnes, Ben A. Beamer, Sr., J. Robert Gray, Edward L. <br /> Oast, Jr., Gloria O. Webb, Morton V. Whitlow, G. Robert House, Jrt, ~iity Manager, <br /> Steven Lieberman, City Attorney. <br /> <br /> Rev. Gordon V. (See Exhibit 82-140) <br /> Marcellous McKnig~t, 1422 Barbour Drive, representing City Volunteers, spoke con=erning <br />Volunteer Program to become a funded program. <br />Gary L. O'Dell, 2020 Greenwood Drive, representing Portsmouth Firefighters IAFF Loc.~539, <br />Frank ~arte, 3403 Dogwood Drive, representing Siesta Civic League, addressed the School <br />Budget~ referred to the resolution regarding the ~mplementing a Study Commission presented on <br />April 27, 1981, and requested the delay on approving the Operating Budget for FY 1982-83 <br />until Jun~ 22, 1982. (See Exhibit 82-140) <br /> Mrs~ R. L. Gordon, 3902 High Street, spoke concerning increase in real estate tax <br />assessments, increase in license fees, and spoke against a cross-the-board raise for the <br />School Board. <br /> Andrew Willis, 147 Granby Street, Suite 45~, Norfolk, representing Urban League of <br />Tidewater Virginia, spoke concerning proposal presented to the CAC on "Preparing Adolescents <br />For Responsible Parenthood", and requested that the proposal be considered for funding. Rosie Perkins, 406 Westmoreland Avenue, spoke concerning recommended budget. <br /> Lois Hill, 409 Mayflower Road, represenf~ Concerned Parents and Relatives of Mental <br />Retarded Adults, ~e×pressed appreciation to the Council £or the support that had been given <br />to the Mental R~tarded when £eder~l £nndi~g was removed, and also £or being ~n$~de~ed <br />1983. <br /> Joe Donlan, 2912 Sterling Po~t Drive, spoke regarding the time the budget was presented <br /> <br />UNFINISHED BUSINESS <br /> <br />Consent Agenda <br /> <br />82-120 R~zoning and use permit applications and a group housing project: <br /> <br />Councilman Gray requested that Items (f) and (i) be removed from the Consent Agenda. <br /> <br /> On mo~ion of Mr. Gray and seconded by Mr. Oast, the following Items (b), ~d (~ approve <br />on first reading at the Public Hearing of April 12, 1982, and Item 82-124, approved on first <br />reading at the regular meetiflsgof April 13, 1982, were adopted and by the following vote: <br /> <br />(b) "ZONING AMENDMENT ORDINANCE Z 82-4" <br /> <br />"A RESOLUTION GRANTING A USE PERMIT TO MARYVIEW HOSPITAL FOR A HOSPITAL <br />STORAGE AT 3516 QUEEN STREET. <br /> <br /> WHEREAS, pursuant to ~40-71 of the Code of the City of Portsmouth, Virginia, 1973, <br />Maryview Hospital has petitioned for the granting of a use permit as hereinafter-described; <br />and <br /> <br /> <br />
