86 May 25, 1982 82-180 "Consideration of an ordinance on first reading to appropriate $100,000 in ~he Debt Service Fund for Note Interest. This ordinance will provide authorization to fund an additional $100,000 of bond antici- pation note interest expense. It is anticipated that funding for the additional note interest expense will be available from revenues within the Debt Service Fund and will not-require additional funding from the General Fund. The City Manager recommends adoption on first reading." On motion of Mr. B~amer and seconded by Mrs. Webb, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $100,000 FROM THE DEBT SERVICE FUND FOR THE PAYMEN~ OF ADDITIONAl NOTE INTEREST ON BOND ANTICIPATION NOTES." 82-181 - '!Consideration of an ordinance amending Section 14-5 (b) of the Code of the City of Portsmouth, pertaining to charges for depositing rubber tires at the City landfill. On May 11, 1982, the City Council increased the base fee for deliveries to the City landfill from four dollars ($4.00) to four dollars and fifty cents ($4.50) per ton. The fee for depositing rubber tires that have not been sliced, or chopped, to lose their rebound- ing characteristics has traditionally been four times the landfill base fee. This ordinance continues that ratio by increasing the fee from sixteen dollars ($16.00) per ton to eighteen dollars ($18.00) per ton. The City Manager recommends adoption." On motion of Mrs. Webb and seconded by Mr. Gray, the following ordinance was adopted on first and final reading, and by the following vote: "AN ORDINANCE AMENDING SECTION 14-5(b) OF THE CODE OF THE CITY OF VIRGINIA, 1973, PERTAINING TO CHARGES FOR DEPOSITING RUBBER TIRES LANDFILL." This ordinance establishes the rate for this typ~ of customer based upon the established ratio of one and one-half (1 1/2) times the rate for Portsmouth customers or one dollar and sixty-two cents ($1.62~ per 1,000 gallons. The City Manager recommends adoption." Motion of Mr. Gray and seconded by Mr. Beamer, to adopt the ordinance. Substitute motion of report on prohibitions on adopted by unanimous vote. Mr. Whitlow and seconded by Mrs. Webb, to defer the matter pending raising rates and recommendations from the City Manager, and was (Deferred to 6/8/82) 82-183 - "Consideration of a resolution approving the five year Capital Improvement Plan for 1982-83 through 1986-87, and a one year Capital Improvement Budget for 1982-83. This resolution approves the recommended Capital Improvement Program 1987 and the Capital Improvement Budget for the 1982-83 Fiscal Year. The $12,771,900 of which $3,000,000 will be funded through General Obligation Manager recommends adoption." for 1982 through budget totals Bonds. This conveyance to the Parking Authority is based upon the agreement of the Parking Authority to pay to the City of Portsmouth the sum of not less than $25,000 per year for a peri6d of 40 ye~s plus interest at the rate of eight percent (8%). The Parking luthority has previously agreed to operate and maintain the facility and to pay the cost of ccnstructio~ e~ght percent (8%) interest. A copy of the proposed agreement between the City and the ParK- ing Authority is attached along with a resolution authorizing the conveyance of the property[ The City Manager recommends adoption." WHEREAS, the City of Portsmouth has constructed a multi-story parking facility on Crawford Parkway in conjunction with the Waterfront Development Plan of the City; and WHEREAS, the Portsmouth Parking Authority has agreed to operate and maintain said facility and to pay to the City of Portsmouth a sum of not less than One Hundred Twenty-
