It is anticipated that funding for the additional note interest <br />expense will be available from revenues within the Debt Service Fund and will not-require <br />additional funding from the General Fund. The City Manager recommends adoption on first <br />reading." <br /> <br /> On motion of Mr. B~amer and seconded by Mrs. Webb, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $100,000 FROM THE DEBT SERVICE FUND FOR THE PAYMEN~ <br />OF ADDITIONAl NOTE INTEREST ON BOND ANTICIPATION NOTES." <br /> <br /> 82-181 - '!Consideration of an ordinance amending Section 14-5 (b) of the Code of the <br />City of Portsmouth, pertaining to charges for depositing rubber tires at the City landfill. <br /> <br /> On May 11, 1982, the City Council increased the base fee for deliveries to the City <br />landfill from four dollars ($4.00) to four dollars and fifty cents ($4.50) per ton. The <br />fee for depositing rubber tires that have not been sliced, or chopped, to lose their rebound- <br />ing characteristics has traditionally been four times the landfill base fee. This ordinance <br />continues that ratio by increasing the fee from sixteen dollars ($16.00) per ton to eighteen <br />dollars ($18.00) per ton. The City Manager recommends adoption." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE AMENDING SECTION 14-5(b) OF THE CODE OF THE CITY OF <br />VIRGINIA, 1973, PERTAINING TO CHARGES FOR DEPOSITING RUBBER TIRES <br />LANDFILL." <br /> <br />PORTSMOUTH, <br />AT THE CITY <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 82-182 " ' <br /> Consideration of an ordinance to amend the Code of <br />by amending Section 38-34 (b) pertaining to meter rates for water <br />the City of Chesapeake. <br /> <br />the City of Portsmouth <br />supplied to consumers <br /> <br />~n <br /> <br /> There are certain customers of the Portsmouth water system living in the Western Branch <br />area of Chesapeake between the Suffolk City line and the Portsmouth City line who are served <br />directly from the Portsmouth transmission line by the City of Portsmouth. This ordinance <br />establishes the rate for this typ~ of customer based upon the established ratio of one and <br />one-half (1 1/2) times the rate for Portsmouth customers or one dollar and sixty-two cents <br />($1.62~ per 1,000 gallons. The City Manager recommends adoption." <br /> <br />Motion of Mr. Gray and seconded by Mr. Beamer, to adopt the ordinance. <br /> <br /> Substitute motion of <br />report on prohibitions on <br />adopted by unanimous vote. <br /> <br />Mr. Whitlow and seconded by Mrs. Webb, to defer the matter pending <br />raising rates and recommendations from the City Manager, and was <br /> (Deferred to 6/8/82) <br /> <br /> 82-183 - "Consideration of a resolution approving the five year Capital Improvement <br />Plan for 1982-83 through 1986-87, and a one year Capital Improvement Budget for 1982-83. <br /> <br /> This resolution approves the recommended Capital Improvement Program <br />1987 and the Capital Improvement Budget for the 1982-83 Fiscal Year. The <br />$12,771,900 of which $3,000,000 will be funded through General Obligation <br />Manager recommends adoption." <br /> <br />for 1982 through <br />budget totals <br />Bonds. The City <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Beamer, that the resolution be deferred to <br />June 8, 1982, and was adopted by unanimous vote. <br /> <br /> -g2~-18'4 ~'Consideration of a resolution authorizing the City Manager to convey City- <br />owned Froperty to the Portsmouth Parking Authority. <br /> <br /> This conveyance to the Parking Authority is based upon the agreement of the Parking <br />Authority to pay to the City of Portsmouth the sum of not less than $25,000 per year for a <br />peri6d of 40 ye~s plus interest at the rate of eight percent (8%). The Parking luthority <br />has previously agreed to operate and maintain the facility and to pay the cost of ccnstructio~ <br />e~ght percent (8%) interest. A copy of the proposed agreement between the City and the ParK- <br />ing Authority is attached along with a resolution authorizing the conveyance of the property[ <br />The City Manager recommends adoption." <br /> <br /> OM motion of Mr. Whitlow and seconded by Mrs. Webb, the following resolution was adopted~ <br />and by the following vote: <br /> <br /> ' A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVE~:C~T~ OWNED ~ROPERTY T~:~HE <br /> PORTSMOUTH PARKING AUTHORITY. <br /> <br /> WHEREAS, the City of Portsmouth has constructed a multi-story parking facility on <br />Crawford Parkway in conjunction with the Waterfront Development Plan of the City; and <br /> <br /> WHEREAS, the Portsmouth Parking Authority has agreed to operate and maintain said <br />facility and to pay to the City of Portsmouth a sum of not less than One Hundred Twenty- <br /> <br /> <br />
