In order to proceed, the Authority has requested that each City formally file <br />an official letter of intent. The staff has reviewed the SPSA proposal and finds it to be <br />financially attractive. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Barnes, that authorization be granted for <br />the City Manager to file an official letter of intent, as requested, and was adopted by <br />unanimons vote. <br /> <br /> 82-192 "Consideration of a motion authorizing the City Treasurer to refund tangible <br />personal property taxes for the years 1979, 1980, and 1981. <br /> <br /> Mrs. Dennis paid personal property for years 1979, 1980 and 1981 on a 1978 Chev. Monza. <br />Registration reads this auto is a 1977. Taxpayer is therefore due a tax refund for 1979 in <br />the amount of $18.00, 1980, $14.80 and 1981, $17.20 for a total of $50. The City Manager <br />recommends adoption." <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that authorization be granted to refund <br />to Mrs. Dennis ~50.00 for tangible personal property taxes paid £or 1979, 1980 and 1981, and <br />was adopted by unanimous vote. <br /> <br /> 82-193 Om motion of Mr. ~ray and seconded by Mrs. Webb, the following resolution was <br />adopted, and by the following vote: <br /> <br />'A RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN AN EASEMENT AGREEMENT WITH <br />VIRGINIA ELECTRIC AND POWER COMPANY FOR INSTALLATION OF UNDERGROUND UTILITY <br />SERVICE AT THE PARKING GARAGE FACILITY ON CRAWFORD PARKWAY. <br /> <br /> WHEREAS, the City of Portsmouth has requested Virginia Electric and Power Company to <br />install underground electric utility facilities at the parking garage facility on Crawford <br />Parkway in connection with the Waterfront Development Programs; and <br /> <br /> WHEREAS, in order to provide such electric utility service it is necessary that the Cit <br />of Portsmouth enter into an easement agreement to provide access to Virginia Electric and ' <br />Power Company over, under and across its property for the purpose of said installation, oper~ <br />tion and maintenance as more particularly described in the attached right-of-way agreement <br />and plat. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that <br />the City Manager be, and he hereby zs, authorized to sign an easement agreement with Virgini~ <br />Electric and Power Company for installation of underground utility service at the parking <br />garage facility on Crawford Parkway as more particularly~described in the attached utility <br />agreement and plat." <br /> <br /> Ayes: Barnes, Beamer, Gray, Webb, Whitl3w, Johansen <br /> Nays: None <br /> Abstaining: Oast <br /> <br />NEW BUSINESS <br /> <br /> 82-194 John Gray Wallace, 810 LancerDD~ive, spoke on rules of order, saging of Old~ <br />Municipal Building, and M. Shawver & Associates' petition to establish coal facility. Also, <br />request of citizens not to delete 12 positions on Fire Department, and referred to request <br />previously, to make prisoners of the City's jail to provide for a portion of their food and <br />boarding cost out of the prisoner's canteen fund. Mr. Wallace reqnested no answers to his <br />questions, but action. <br /> <br />the <br /> <br /> Mr. Whitlow responded to Mr. Wallace on each issue. <br /> <br />82-195 - Matthew E. Poanort, Box 998, reRyesenting the Schpg~ Board, spoke concerning <br />School Budget and presented the following resolution: <br /> <br /> "BE IT RESOLVED that theaSchool Board of the City of Portsmouth, V~rginia, request the <br /> <br />City Council: <br /> <br /> i. To appropriate $200,000 to be added to the 1982-83 operating budget. <br /> <br /> 2.
