<br /> "Consideration of a resolution authorizing the City Manager to file an

<br />Recreation Program.

<br /> Motion of Mr. Barnes and seconded by Mrs. Webb the following resolution was adopted,
<br />and by the following vote:
<br />
<br />A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION WITH THE UNITED STATES DEPARTMEN
<br />OF EDUCATION FOR A GRANT TO OPERATE A THERAPEUTIC RECREATION PROGRAM, INCLUDING ALL ASSURANCES
<br />CONTAINED THEREIN AND DIRECTING THE CITY MANAGER TO ACT IN CONNECTION WITH THE APPLICATION TO
<br />PROVIDE SUCH ADDITIONAL INFORMATION AS MAY BE REQUIRED.
<br />
<br /> WHEREAS, this grant to operate a
<br />development of a comprehensive program
<br />upgrading an expansion of recreational
<br />private agencies to coordinate service
<br />
<br />therapeutic recreation program will provide funds for
<br />to include hiring of professional therapeutic staff,
<br />programs, and establishing ordination with public and
<br />s for disabled citizens; and
<br />
<br /> WHEREAS, this type of specialized program has been identified by the Mayor's Committee
<br />for the Handicapped as a program which would ~e beneficial to the citizens of the City; and
<br />
<br /> WHEREAS, approval of this grant would assist in re-establishing such programs which have
<br />previously been reduced as a result of the cut backs in CETA and other federal programs.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby is, authorized to file an application with the United
<br />States Department of Education for a grant to operate a therapeutic recreation program,
<br />including all assurances contained therein, and further directing the City Manager to act in
<br />connection with said application to provide such additional information as may be required.

<br />82-233 - John Gray Wallace, 810 Lancer Drive, spoke on Mr. Whitlow's response to him at a
<br />previous' Council Meeting on the following issues: 1)saving the Old Municipal Building, 2) the
<br />petition to establish a coal facility at Pinners Point; 3) request of citizens not to delete
<br />positions from Fire Department 4) proposal to make prisoners of the City Jail provide for a
<br />portion of their food and boarding cost out of the prisoner's canteen fund. 5) the Council
<br />Procedures & R~egulatio~s.
<br />
<br />82-234 Leslie R. French, III, 208 Glasgow Street, President of the Old Towne Civic League.
<br />presented a letter to Council requesting two things for consideration on the make-up of the
<br />Commission of Architectural Review, 1) member be appointed from the Old Towne Civic League,
<br />2) increase the nember of architects from one to two on the Commission.
<br />
<br /> Motion of Mr. Gray and seconded by Mrs. Webb that the matter be referred to the Planning
<br />Commission, adopted by unanimous vote.

<br />82-235 The following citizens representing the Central Civic Forum spoke regarding the
<br />Selection Committee for the City Manager: Motion of Mr. Oast and seconded by Mr. Whitlow to
<br />suspend the rules for Harold Goodman & Geraldine Barner to speak, and was adopted by unanimous vo

<br />requested a copy of the Equal Employment Report.
