137 <br /> <br />July 27, 1982 <br /> <br /> 82-275 "Consideration of a resolution endorsing the Keep America Beautiful Incorporated <br />Program; and, authorizing the City Manager to submit an application for funding. <br /> <br /> Consideration of a motion to transfer $8,838 from the Grants Contingency Fund to <br />continue funding of the Anti-Litter Program for the City of Pbrtsmouth. <br /> <br /> This transfer will provide the funds necessary to continue the activities of the <br />anti-litter campaign being conducted by the Clean Community Commission. The objectives <br />are to achieve neighborhood cleanliness and neighborhood pride, which changing the public's <br />attitude towards litter. This grant is 100~ S~ate funded and requires no local match. <br />The City Manager recommends adoption." <br /> <br /> On motion of Mr. Beamer and seconded by MYs. Webb the following resolution was <br />adopted and by the following vote: <br /> <br />"A RESOLUTION ENDORSING THE KEEP AMERICA BEAUTIFUL INCORPORATED PROGRAM; AUTHORIZING <br />THE CITY MANAGER TO SUBMIT AN APPLICATION FOR FUNDING. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, has created the Clean Community <br />Commission to assist with litter control problems within the boundaries of the City; and <br /> <br /> WHEREAS, the Virginia Litter Control Act of 1976 provides through the Department of <br />Conservation and Economic Development, Division of Litter Control, for the allocation of <br />public funds in the form of grants for the purposes of enhancing local litter control <br />programs; and <br /> <br /> WHEREAS, the City of Portsmouth is eligible to submit a grant application for funding <br />for I982 pursuant to the regulations governmng the administration and use of such funds. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />that the Council does hereby endorse the Keep America Beautiful <br />City of Portsmouth. <br /> <br />of Portsmouth, Virginia, <br /> Incorporated Program in the <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to <br />submit an application for funding pursuant to said program." <br /> <br />Ayes: Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, that authorization be granted <br />transfer $8,838 from the Grants Contingency Fund, as requested, and was adopted by <br />unanimous vote. <br /> <br />tO <br /> <br /> 82~276 "'Consideration of a motion to transfer $83,682 from the Grants Contingency <br />Fund to operate the Summer Lunch Program for 1982. <br /> <br /> This motion will provide the funds necessary to operate the annual Summer Lunch <br />Program which is administered by the Department of Parks and Recreation. The U. S. <br />Department of Agriculture funds 95% of the program with the local match of 54 being <br />provided from in-kind services (existing staff support).
