<br />"A RESOLUTION ENDORSING PORTSMOUTH, ENGLAND AS A SISTER CITY; DESIGNATING THE
<br />MAYOR OF PORTSMOUTH, VIRGINIA AS OFFICIAL REPRESENTATIVE.
<br />
<br /> WHEREAS, the "People-to-People Program" was inaugurated by the President of the United
<br />States in 1956 to establish greater friendship a.nd understanding between the peoples of the
<br />United States and other nations through the medium of direct personal contact; and
<br />
<br /> WHEREAS, succeeding Presidents of the United States
<br />exchange of ideas and people between the citizens of the
<br />and
<br />
<br />have endorsed the program of
<br />United States and of other nations;
<br />
<br /> WHEREAS, the City of Portsmouth, Virginia, has established the Portsmouth Sister City
<br />Commission and has participated in said program of exchange with Dunedin, New Zealand; and
<br />
<br /> WHEREAS, the Portsmouth Sister City Commission has recommended that, in addition to
<br />our current relationship with Dunedin, New Zealand, the City formally establish a similar
<br />program of exchange with Portsmouth, England; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth desires to recognize and endorse said
<br />program by establishing such a relationship with the City of Portsmouth, England in the
<br />hope that it will lead to a lasting friendship between the citizens of the two cities.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> i. That this Council hereby officially endorses Portsmouth, England as a sister City
<br />for the purpose of creating greater mutual understanding between the peoples of two communities
<br />and nations.
<br />
<br /> 2. BE IT FURTHER RESOLVED that the Mayor of the City of Portsmouth be, and he hereby
<br />is, authorized to act as the official representative of the City.
<br />
<br /> 3. BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, authorized to
<br />forward copies of this resolution to the Lord Mayor and Council of Portsmouth, England; the
<br />Town Affiliation Association of the United State~, and the British Embassy in the United
<br />States."

<br /> 82-272 "Consideration a resolution appointing viewers for closing of a portion of
<br />Mascott Street and Frederick Boulevard.
<br />
<br /> As required by State law, attached is a resolution appointing viewers for the closing
<br />of a portion of Mascott Street and Frederick Boulevard. A map is attached to the resolution
<br />showing the portion to be closed. A report will be forwarded to City Council with a
<br />recommendation at a later date. The City Manager recommends adoption."

<br /> On motion of Mrs. Webb and seconded by Mr. Gray the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING OF A PORTION OF MASCOTT STREET AND
<br />FREDERICK BOULEVARD.
<br />
<br /> WHEREAS, the City of Portsmouth has made application to vacate, close and discontinue
<br />the hereinafter-described portions of certain streets, and it appearing that advertisement
<br />of notice of application and request for the appointment of viewers was duly published in
<br />the Virginian Pilot-Ledger Star, a newspaper of general circulation in the City of Portsmouth,
<br />Virginia, on July 20th and July 26th, 1982, according to law.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that A. N. Kendrick, Charles R. Hudgins, Robert Reed, Harrison Miller and R. Irvine Smith
<br />be appointed viewers, and that James Moss and R. E. B. Stuart
<br />be appointed alternate viewers in the event one of the preceding viewers fails to participate,
<br />said viewers to view the hereinafter-described portion of such streets and to report to
<br />this Council in writing whether in their opinion any, and if any, what inconvenience would
<br />result in vacating and closing the following:

<br />MASCOTT STREET (FORMERLY CLOVER STREET)
<br />
<br /> All tha~certain portion of Mascott Street (formerly Clover Street) shown on the
<br />attached plat entitled "Plat Showing Existing City of Portsmouth Right-of-Way to be
<br />Vacated", dated April 20, 1982, prepared by the Engineering and Technical Services
<br />Department of the City of Portsmouth, Virginia, as parcels B, C and D.

<br />
