<br /> At a regular meeting of the City Council held on August 10, 1982, there were present:

<br /> Rev. T. M. Frye, Pastor of Biltmore Baptist Church, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Flag.
<br /> Motion of Mr. Gray and seconded by Mrs. Webb, the minutes of the called meeting of
<br />July 27, 1982; and, minu~e$ of the regular of July 27, 1982 to be approved as received
<br />and was adopted by unanimous vote.
<br /> Mayor Johansen welcomed all vistors in attendance.
<br />
<br /> The following reports from the City Manager were presented:
<br /> 82-288 "Consideration of an ordinance on first reading to appropriate~ $275,897 from
<br />the Capital Improvements Fund for the purchase of capital equipment.
<br /> This appropriation will provide the necessary funds to purchase various items of capital
<br />equipment in accordance with the 1982-83 Capital Improvements Program (CIP). The source
<br />of funding for this appropriation is General Revenue Sharing Funds. The City Manager
<br />recommends adoption on first reading.,'
<br /> On motion of Mr. Whitlow and seconded by Mr. Gray the following ordinance was approved
<br /> on first reading, and by unanimous vote:
<br />
<br /> "AN ORDINANCE TO APPROPRIATE $275,897. FROM THE CAPITAL IMPROVEMENT FUND FOR
<br /> THE PURCHASE OF CAPITAL EQUIPMENT."
<br />
<br /> 82-289 -"Consideration of an ordinance on first reading to appropriate $44,061 from
<br />the Capital Improvements Fund for improvements to the Portsmouth Golf Course.
<br /> This appropriation will provide the necessary funds to pay for sodding of the golf
<br />course and for purchasing seed to be applied to the entire course. Funding for this
<br />appropriation is from General Revenue Sharing Funds included in the 1982-83 Capital
<br />Improvements Program. The City Manager recommends adoption on first reading."
<br />
<br /> On motion of Mrs. Webb and seconded by Mr. Barnes, :the following ordinance was approved
<br />on first reading, and by unanimous vote:
<br />
<br /> "AN ORDINANCE TO APPROPRIATE $44,061. FROM ~HE CAPITA1 IMPROVEMENT FUND FOR IMPROVE-
<br /> MENTS TO THE PORTSMOUTH GOLF COURSE."

<br /> Motion of Mr. Beamer and seconded by Mrs. Webb to award contract to United Turf
<br />in the amount of $37..450 being the lowest responsible bidder, was adopted by unanimous vote.
<br />
<br /> 82-290 "Consideration of an ordinance on
<br />the Capital Improvements Fund for improvements
<br />Point Drive.

<br /> The 1982-87 Capital Improvements Program authorizes an approFiration of $250,000 in
<br />FY 1982-83 for improvements to Cedar Lane, High Street West, and Sterling Point Drive.
<br />$29,000 was previously authorized but has not been appropriated. This appropriation will
<br />provide $270,000 so that construction can commence. The City Manager recommends adoption on
<br />first reading.

<br /> On motion of Mrs. Webb and seconded by Mr. Barnes the
<br />on first reading, and by unanimous vote:
<br />

<br />to be available in FY 1982-83 for repairs to the Seawall.
