August 24, 1982 <br /> <br />At a regular meeting of the City Council held on August 24, 1982, there present: <br /> <br />Jack P. Barnes, Ben A. Beamer, Sr., J. Robert Gray, James W. Holtey, III, <br />Gloria O. Webb, Morton V. Whitlow, J. E. Johansen, George L. Hanbury, II, <br />City Manager, Steven Lieberman, City Attorney, <br /> <br /> Bishop Thomas E. Talley of Twinets Memorial Church, opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Johansen welcomed all vistors in attendance. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Beamer. the minutes of the called meetin~ <br />August 9, 1982, the Public Hearing of August 9, 1982; and, the Regular Meeting of <br />August 10, 1982, to be approved as received and was adopted by unanmmous vote. <br /> <br />of <br /> <br /> 82-307 - "Consideration of a R0got~tion e~te~ding the congratulations of the Council <br />of the City of Portsmouth to the Charles Peete Little League All-Star Team and their <br />Coaching Staff on winning the District VI Little League Championship for 1982. <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb the follewing resolution was adopted <br />and by the following vote: <br /> <br />"A RESOLUTION EXTENDING THE CONGRATULATIONS OF THE COUNCIL OF THE CITY OF PORTSMOUTH <br />TO THE CHARLES PEETE LITTLE LEAGUE ALL-STAR TEAbi AND THEIR COACHING STAFF ON WINNING <br />THE DISTRICT VI LITTLE LEAGUE CHAMPIONSHIP FOR 1982. <br /> <br /> WHEREAS, the Charles Peets Little League All-Star team has won the 1982 District VI <br />Little League Championship; and <br /> <br /> WHEREAS, the Charles Peere Little League All-Star team members are Antonio C. Boone, <br />David Barmer, Wayne Alston, Roy Fields, Mark Harris, Charles Joyner, Terence Johnson, <br />Michael Jordan, Straton Mosley, Melvin Williams, Robert Anthony, Wayne Roberts, Todd Eley, <br />Kenneth Thomas, and Robert Porter; and <br /> <br /> WHEREAS, the Charles Peete Little League All-Star team represented Portsmouth in the <br />State Little League Tournament held at the Cradock Little League Complex in Portsmouth and <br />played in the final game against Bluff City; and <br /> <br /> WHEREAS, the final game was decided in the bottom of the eighth inning with the final <br />score being Bluff City 1 and Charles Peete 0; and <br /> <br /> WHEREAS, the Manager and ~% of the Charles Peete Little League All-Star team is <br />Percy Coley and Reginald Carroll; and <br /> <br /> WHEREAS, the Charles Peete Little League All-Star team by its successful athletic <br />achievements as a team has represented the City of Portsmouth in a commendable manner. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City Of Portsmouth, Virginia that <br />the Council hereby extends its congratulations to the Charles Peete Little League All-Star <br />team and their coaching staff for an outstanding seasOh." <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> Mayor Johansen presented to Joseph Brown, Presidenl of the Charles Peete Little League, <br />Leonard Winslow, Vice-President, Percy Coley, Manager of the Team and Reginald Carroll, <br />Coach and all Team Members a copy of the Resolution. Council members thanked them for their <br />outstanding performance. <br /> <br />- UNFINISHED BUSINESS - <br /> <br />Consent Agenda <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, Agenda Items 82-288, 82-289, 82-290, <br />and 82-291 approved on first reading at the regular meeting of August 10, 1982, and were <br />adopted by the following vote: <br /> <br />82-288 - "AN ORDINANCE TO APPROPRIATE $275,897 FROM THE CAPITAL IMPROVEMENTS FUND FOR <br /> THE PURCHASE OF CAPITAL EQUIPMENT." <br /> <br />82-289 - "AN ORDINANCE TO APPROPRIATE $44,061 FROM THE CAPITAL IMPROVEMENTS FUND TO <br /> THE PORTSMOUTH GOLF COURSE." <br /> <br />82-290 - "AN ORDINANCE TO. APPROPRIATE $270,000 FROM THE CAPITAL IMPROVEMENTS FUND FOR <br /> IMPROVEMENTS TO HIGH STREET WEST, CEDAR LANE AND STERLING POINT DRIVE." <br /> <br />82-291 <br /> <br />"AN ORDINANCE TO APPROPRIATE $83,000 FROM THE CAPITAL IMPROVEMENTS FUND FOR <br />REPAIRS TO THE SEAWALL." <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> <br />
