175 <br /> <br />0ctoher 12, 1982 <br /> <br />"A RESOLUTION AUTHORIZING THE SCHOOL BOARD OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />TO MAKE APPLICATION FOR, RECEIVE AND EXPEND FUNDS FROM FEDERAL, STATE AND OTHER <br />AGENCIES NOT PRESENTLY BUDGETFD IN THE 1982~83 SCHOOL BUDGET; DIRECTING THE <br />SCHOOL BOARD TO REPORT RECEIPT AND EXPENDITURE OF SUCH FUNDS TO THE CITY MANAGER. <br /> <br /> WHEREAS: educational funds from a variety of governmental agencies become available <br />during the fiscal year; and <br /> <br /> WHEREAS, ~n~m~n.y~occasions, priority of funding is based upon timely application. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the School Board of the City of Portsmouth is authorized to make application for, <br />receive and expend funds from Federal, State and other governmental agencies not presently <br />budgeted in the 1982-83 School Budget. <br /> <br /> BE IT FURTHER RESOLVED that the Superintendent of Schools is directed to advise the <br />City Manager of the receipt and expenditure of such funds. <br /> <br /> This resolution shall become effective from the date of its adoption." <br /> <br /> Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, ~ohansen <br /> Nays: None <br /> <br /> 82-371 "Consideration of a motion to transfer $59,191 from the Grants Contingency <br />Account to provide funds for continuation of the Senior Citizens Services Program. <br /> <br /> This motion w&ll provide the funds necessary to continue the special home health aid, <br />dental, homemaker and transportation services for Senior Citizens. There is a $11,798 <br />local in-kind contribution. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Whitlow and seconded by Mrs. Webb, that authorizi~±anbe granted to <br />transfer $59,191. from the grant contingency account, as requested and was adooted by <br />unanimous vote. ' <br /> <br /> 82-372 "Consideration of a motion to transfer $52,599 from the Grants Contingency <br />Account to provide funJs to continue the CETA Education Linkages Project and to operate <br />the Coordination and Special Services Project. <br /> <br /> This motion will provide the funds necessary to operate two CETA projects which are <br />funded through the Governor,s Employment and Training Council. The first will continue <br />development of joint programs between CETA and the Portsmouth School Board, and the <br />second will improve coordination between agencies involved in CETA-related activities. <br />Of the total amount, the GETC will provide $47,579 and the Portsmouth Manpower Offics will <br />contribute $5,020 in supplemental CETA funds. The City Manager recommends adoption. ' <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Whitlow, that authorization be granted to <br />transfer 152~S9§ from the grants contingency account, as requested, and was adopted by <br />unanimous vote. <br /> <br />NEW BUSINESS <br /> <br /> 82-373 - Mr. Whitlow asked if City Manager would review and report back to <br />on the overall projection of the Courthouse Square area.
