Melvin S. <br />prayer, followed by <br /> <br />Mayor Johansen <br /> <br />Hester, of Simonsdale Presbyterian Church, <br />the Pledge of Allegiance to the F~'g. <br /> <br />welcomed all vistors in attendance. <br /> <br />1982, there were present: <br /> <br />Holley, III, <br />Hanbury, II, City Manager, <br /> <br />opened the meeting with <br /> <br /> Motion of Mr. Gray and seconded by Mr. Seamer, the minutes of the called meeting of <br />September 28,'1982; the regular meeting of September 28, 1982; and ths called meeting of <br />October 5, 1982, to be approved as received and was ~dopted by unanimous vote. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 82-348 The following ordinance approved on first reading at the regular meeting of <br />September 28, 1982, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $20,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />OPERATION OF THE PARKS AND RECREATION INCENTIVE FUND PROGRAM." <br /> <br /> On motion of Mr. Barnes and seccnded by Mr. Whitlow, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Seamer, Gray, Holley, Webb, ~litlow, Johansen <br />Nays: None <br /> <br /> 82-349 - The following ordinance approved on first reading at:'the regular meeting of <br />September 28, 1982, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $40,000 FROM THE CAPITAL IMPROVEMENT FUND FOR ENGINEERING <br />SERVICES AND CONTINGENCIES FOR THE PREPARATION OF A PRELIMINARY APPLICATION FOR A <br />WAIVER FROM SECONDARY TREATMENT REQUIREMENTS AT THE PINNERS POINT SEWAGE TREATMENT <br />PLANT." <br /> <br /> On m6tion of Mr. Gray and seconded by Mr. Seamer, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />The following reports from the City Manager were presented: <br /> <br /> .~2=~6F "Consideration of an ordinance on <br />Capital ImpFovements Fund and ~I~,000 from <br />for bond issue expense. <br /> <br />first reading to appropriate $44,000 from the <br />the Public Utilities Capital Improvements Fund <br /> <br /> This appropriation, totaling $60,000 will provide the funds for expenses that are necessar~ <br />for the issuance of $30 million general obligation and public utility bonds. An itemized list <br />of ~he estimated expenses is provided for your information. The bonds will be sold by <br />competitive bid, with the official statements prepared in house. The bond ~ssue expenses~' <br />do not include any fees for underwriters or financial advisors. The City Manager recommends <br />adoption on first reading. <br /> <br /> On mo~on of Mrs. Webb and seconded by Mr. Barnes the following ordinance was approved <br />on first reading and by unanimous vote. <br /> <br />"AN ORDINANCE TO APPROPRIATE $44,000 FROM THE CAPITAL IMPROVEMENT FUND AND $16,000 FROM <br />THE PUBLIC UTILITIES CAPITAL IMPROVEMENT FUND FOR EXPENSES RELATED ~0 THE ISSUANCE OF <br />$30,000,000. GENERAL OBLIGATION AND PUBLIC UTILITY BONDS" <br /> <br /> 82-3~6 "Consideration of an ordinance on first reading to appropriate $65,000 from the <br />Capital Improvements Fund to purchase property at 430 High Street (Colony Theater Building). <br /> <br /> This ordinance appropriates $65,000 for the purchase of the old Colony Theater and authorizFs <br />the City Manager to sign suc~ documents as may be required to complete this Zransaction. The <br />City Manager recommends adoption on first reading." <br /> <br /> Robert Levine, 231 E. 41st. Street Norfolk, spoke in opposition t~ tearing down the <br />building. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Barnes, directing the City Manager to find out <br />about his idea for the Co~oney Theater, and was adopted by unanimous vote. <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Gray the following ordinance was approved <br />on first reading and by unanimous vote. <br /> <br />"Al4 ORDINANCE TO APPROPRIATE $65,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />PURCHASE OF PROPERTY AT 430 HIGH STREET (COLONY THEATER BUILDING). <br /> <br /> <br />
