188 <br /> <br />November 9. 1982 <br /> <br /> The appa~'eht~ i6w bidder [or the proiect is Portsmouth Paving Corporation for the bid <br />amount of $312,573.95. The Acting City Engineer has recommended award of the project to the <br />low bidder and I concur. The total cost of the project including contingencies contract <br />administration and inspection is $365,132. <br /> I, ~her6fore, '~commend adoption of the attached ordinanca apFropriating the necessary <br />funds for the p~bjact and award of contract to the low bidder.' <br /> On motion of Mrs. Webb and seconded by Mr. Whitlow the following o~d~nance was approved on <br />first reading, and by unanimous vote. <br /> <br /> "AN ORDINANCE TO APPROPRIATE $365,132 FROM THE CAPITAL IMPROVEMENT FUND FOR STREET <br /> IMPROVEMENTS FOR THE MOUNT HERMON REDEVELOPMENT PROJECT, PHASE ~V." <br /> On motio~ of Mr. Beamer and seconded by Mr. Whitlow to award bid to the lowest responsible <br />bidder was adopted by unanimous vote. <br /> <br /> 82-392 "Letter from the City Manager recommending adoption of an ordinance to amend the <br /> Code of the City of Portsmouth, Virginia by amending Section 7-30, pertaining to schedule <br /> of fees and charges in cemeteries. <br /> <br /> "We have received the attached request from Mr. Vernon E. Wimbrough for a $25 increase <br /> per burial in his grave opening and closing contract. Mr. Wimbrough has indicated that the <br /> amount he currently receives ($100 per grave) is insufficient to cover his labor and equipment <br /> costs. I have reviewed Mr. Wimbrough's request for an increase and feel it is justified. <br /> To offset this increase (approximately $10,000 a year) along with the City's increased <br /> costs associated with cemetery operations, it is proposed that grave opening and closings <br /> fees be increased. It should be noted that ~or FY 82/83 a deficit in the amount of $97,000 <br /> is projected for cemetery operations. To eliminate this deficit would require that the City <br /> increase its grave opening and closing fee to $500 per grave. Obviously, to remain competitive <br /> with other cemetery operations within the region we could not realistically increase our rates <br /> to this level. I would propose that the City's rate be set at $250 per grave ($1D0 for <br /> infants and cremations), with the understanding that the fee be re-evaluated each year during <br /> the budget process to ensure that we are moving towards our goal of cemetery operations becomim <br /> self sustaining. Based on current revenue projections this increase would generate an additio~ <br /> $24,000 a year ($10,000 Wimbrough contract $14,000 towards City's deficit). <br /> <br /> Attached for Council's <br />grave opening and elosing <br />recommend its adoption." <br /> <br />consideration is an ordinance amending the City Code to set the City' <br />fee at $250 per grave ($100 for infants and cremations), and I <br /> <br /> On motion of Mrs. Webb and seconded by <br />by the following vote: <br /> <br /> AN ~i~,tA C~T~ i~ND~:m~'~E~D~O~T~~ ~ 0~ ~:RDg~OUTH, VIRGINIA, 1973, <br /> SECTiFO~Y-S~'PERTAINING TO SCH'EDULE OF FEES AND CHARGES IN CEMETERIES. <br /> <br />Mr. Whitlow the following ordinance was adopted and <br /> <br />BY AMENDING <br /> <br />Ayes: Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 82-393 - "Letter from the City Manager recommending adoption of an ordinance to close a <br />portion of Waldron Avenue." <br /> <br /> "On Agust 10, 1982, City Council referred back to the viewers a consideration of the <br />closure of a portion of Waldron Avenue. <br /> <br /> The viewers have reported that the area of the street to be closed can be properly expanded <br />to coincide with the boundary lines of adjoining property owned by Mr. James Mattox. The <br />initial applicant, Town and Country Associates, Ltd., has concurred in the expansion of the <br />area of Waldron Avenue to be closed, and the Planning Commission recommends approval. <br /> <br /> Upon recordation of the closing ordinance, the ownership of the area to be closed will <br />revert to the owners of the adjoining property. <br /> <br /> Therefore, I recommend adoption of the attached ozdinance closing the applicable portion <br />of Waldron Avenue and retaining a perpetual easement to install, operate and maintain <br />sanitary sewer mains and lines with in the portion to be closed." <br /> <br /> On motion of Mr. Whitlow and seconded by Mr. Gray the following ordinance was adopted and <br />by the following vote: ~ <br /> <br />"~N ORDINANCE CLOSING'A PORTION OF WALDRON AVENUE." <br /> <br />Ayes: Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />82q394 - "Letter from the City Manager recommending adoption of an ordinance to close a portio~ <br />of Beechdale Road." <br /> <br /> "The Industrial Development Authority has made application to close a portion of Beechdale <br />Road as shown on the attached plat. The Planning Commission has recommended approval of the <br />street closure, and on October 12, 1982, you appointed viewers in accordance with the applicabl <br />State law. The viewers have viewed this request and determined that the closing of the street <br />would cause no inconvenience either to the public or any adjacent property oweners or to any <br />other interested parties. <br /> <br /> <br />
