As an earlier recipient of a UPARR Innovation Grant, Portsmouth was o~e of <br /> only a few localities throughout the country which was allowed to compete for this second round <br /> of funding. <br /> · Grants had to be used to demonstrate innovative ways of improving the self sufficien!y of <br /> local recreation programs such as developing alternative funding sources, using citizen ! <br /> volunteers to expand public staff capabilities, and coordinating public and private resources <br /> at the local level.
