22O <br /> <br />December 14, 1982 <br /> <br /> 82-428 - "Letter from the City Manager recommending the adoption of a resolution to <br />convey a .64 acre site located at the corner of Virginia Avenue and Cleveland Street to <br />the Portsmouth Industrial Development Authority." <br /> <br /> 'The Industrial Development Authority has requested that the City convey a City owned <br />lot consisting of approximately .64 acres located at the corner of Cleveland Street and <br />Virginia Avenue. The property has remained vacant since 1975 and has an assessed value of <br />approximately $17,000. <br /> <br /> The Industrial Development Authority has a potential investor interested in purchasing <br />the property. It is therefore recommended that the attached resolution be adopted." <br /> On motion of Mr. Gray and seconded by Mr. Whitlow, the following resolution was adopted <br />and by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY TO THE <br /> INDUSTRIAl DEVELOPMENT AUTHORITY OF THE C~TY OF PORTSMOUTH(VIRGINIA AVENUE AND <br /> CLEVELAND STREET). <br /> <br /> WHEREAS, the City of Portsmouth owns certain hereinafter-described real property located <br />at the northwest corner of Virginia Avenue and Cleveland Street, which property is no longer <br />required by the City of Portsmouth for its use and purposes and is hereby declared to be <br />excess property; and <br /> <br /> WHEREAS, the Industrial Development Authority of the City of Portsmouth is in the process <br /> of marketing this property for industrial and commercial development in connection with the <br /> <br />adjacent port facilities; and <br /> <br /> WHEREAS, the assessed value of said property <br />Authority of the City of Portsmouth has agreed <br /> <br /> WHEREAS, pursuant to ~2.09(c) of the Charter <br />may be conveyed to the Commonwealth of Virginia <br />advertisement and receipt of bids; and <br /> <br />is i17,000., which the Industrial Development <br />to pay; and <br /> <br />of the City of Portsmouth, real property <br />or a political subdivision thereof without <br /> <br /> WHEREAS, the Industrial Development Authority of <br />subdivision of the Commonwealth of Virginia. <br /> <br />the City of Portsmouth is a political <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />the City Manager be, and he hereby is, authorized to convey the hereinafter-described <br />property to the Industrial Development Authority of the City of Portsmouth, Virginia, <br />upon receipt of the sum of $17,000. Said property is described as Follows, to-wit: <br /> <br />that <br /> <br /> All those certain lots, pieces or parcels of land, with the buildings and <br />improvements thereon, situate, lying and being in the City of Portsmouth, <br />Virginia, being known, numbered and designated as Lots 2259, 2260, 2261, 2262, <br />and 2263, as shown on that certain plat entitiled, "Plat of Port Norfolk", which <br />plat is recorded in the Clerk's Office of the Circuit Court of the City of <br />Chesapeake, Virginia, in Map Book 4, pages 70 and 71, reference to which plat <br />is hereby made £or a more particular description of said property. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to sign <br />such deeds and other documents as may be necessary to complete this transaction." <br /> <br /> Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br />82-429 "Letter from the City Manager recommending the adoption of a resolution <br />appointing vmewers for the closing of a 16' alley on the east side of Tyre Neck Road." <br /> <br /> "Several adjoining property owners along a 16 foot paper alley on the east side of Tyre <br />N6ck Road in the Churchland area of the City has made application for closure of an alley <br />running parallel to Trucker Street. The Planning Commission recommended approval of the <br />closure at its meeting on November 2, 1982, and the applicants have advertised the <br />necessary notice for the appointment of viewers by City Council as provided by law. <br /> I recommend adoption of the attached resolution for the appointment of viewers" <br /> On motion of Mr. Gray and seconed by Mr. Beamer,-;~he following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION APPOINTING VIEWERS FOR CLOSING OF A 16 FOOT ALLEY ON THE EAST SIDE <br /> OF TYRE NECK ROAD. <br /> <br /> WHEREAS, the Trucker Group, R. R. Roentgen Associates, and William A. and Edith Copeland, <br />have made application to vacate, close and discontinue the hereinafter-described portion of <br />a certain street; and it appearing that notice of application and request for the appointment <br />of viewers was duly advertised according to law. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />A. N. Kendrick, Linon Vann, C. H. Hairston, James H. Griffin and James L. Linehan be appointe~ <br />viewers, and that James Moss and Clinton J. Fortune be appointed alternate viewers in the <br />event one of the preceeding viewers fails to participate, said viewers to view the'hereinafte~ <br />described portion of such street, and to report to this Council in writing whether in their <br />opinion any, and if any, what inconvenience would result in vacating and closing the followin <br /> <br /> <br />
