<br /> Mayor Johansen welcomed all vistors in attendnance.

<br /> On motion of Mrs. Webb and seconded by Mr. Barnes, the minutes of the called meeting of
<br />November 22, 1982; a special called meeting of November 23, 1982, called meeting of N~vember 21
<br />1982; and, the regular meeting of November 23, 1982 were approved as received and adopted by
<br />unanimous vote.

<br /> Charles B. Whitehurst, 333 Green Street, Apt. 3G, representing the Portsmouth Ch~
<br />Commerce spoke in favor of a special taxing district within the City of Portsmouth.

<br /> Motion of Mr. Gray and seconded by Mrs. Webb that the City's 1983 Legislative Pro

<br /> Mr. Whitlow asked that item on page 17 of the Proposals, "Elected School Boards W
<br />Power of Taxation" be removed for separate consideration.
<br />
<br /> On motion the 1983 Legislative Proposals excluding the section on Elected School
<br />with power of taxation was adopted by unanimous vote.
<br />
<br /> Motion of Mrs. Webb to include that section for acceptance died without a second.
<br />
<br /> 82-410 - The ~ollowing ordinanc~ approved on first reading at the regular meeting
<br />November 23, 1982 was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $283,088. FROM THE GRANTS FUND FOR THE FOOD STAMP
<br />JOB SEARCH DEMONSTRATION GRANT."

<br />The following reports were presented from the City Manager:
<br /> 82-424 - "Letter from the City Manager recommending the adoption Of an ordinance~n
<br />first reading to appropriate $7,600 for a security fence at the Electrical and Radio Shops."
<br />
<br /> "The 1982-87 Capital Improvement Program authorized $30,000 for minor repairs and
<br />renovations to buildings of which $8,000 was planned for kecurity fencing around the E
<br />and Radio Shops.
<br />
<br /> This project provides for the installatio~ of a chain link fence surmounted with
<br />strands of barbed wire and two sliding gates to provide security for the Electrical an.
<br />Communications Shops which are located just outside the present City Compound security
<br />
<br />The following two.bids were received for this project:
<br />
<br />(1) Anchor Fence of Tidewater, Inc. $8,417
<br />(2) Hercules Fence $6,883
