The matter was referred to the City Manager. <br /> <br /> 83-15 - Mrs. Webb offered the following nominations for appointments to the following <br />Boards~Commissions: <br /> <br /> Citizens Advisory Committee <br /> DeForest A. Mapp to be appointed <br />replacing Johnny E. Morrison who resigned. <br /> <br />for an unexpired term, ending June 1, 1983, <br /> <br /> Long Term Care Coordinating Committee <br /> Albert B. Spencer to be appointed for an <br />replacing Charles Venable was resigned. <br /> <br />unexpired <br /> <br />term ending December 1, 1984, <br /> <br />Industrial Development Authority <br /> Benjamin J. Levy to be reappointed for a term of four years, expiring January 1, 19 <br /> <br />Port g Industrial Commission <br /> Benjamin J. Levy to be reappointed for a term of four years, expiring January 1, 19 <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. <br />no further nominations, the above members to be <br />and was adopted by unanimous vote. <br /> <br />Gray to <br />elected <br /> <br />close nominations, <br />to the designated <br /> <br /> and there being <br />Boards/Commissions, <br /> <br /> 83-16 On motion of Mrs. Webb and seconded by Mr. Gray, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE GOVERNOR OF THE COMMONWEALTH OF VIRGINIA TO DESIGNATE <br />THE CITY OF PORTSMOUTH AS A SERVICE DELIVERY AREA UNDER THE JOB TRAINING PARTNERSHIP <br />ACT OF 1982. <br /> <br /> WHEREAS, since October 1, 1980, the City of Portsmouth has administered Federally funded <br />employment and training programs for disadvantaged residents of the community as a Prime Sponf <br />under the Comprehensive Employment and Training Act of 1973; and <br /> <br /> WHEREAS, the Job Training Partnership Act of 1982 requires local governments to have popu <br />of over 200,000 to continue as a Prime Sponsor; and <br /> <br /> WHEREAS, the Governor of the Commonwealth may designate units of local government with a <br />population of less than 200,000 as a Service Delivery Area, and localities wishing to operate <br />training programs may request such designation from the Governor; and <br /> <br /> WHEREAS, Portsmouth Manpower Commission, in its advisory capacity to the City Council on <br />employment and training issues, adopted a resolution at its meeting of December 16, 1982 in su <br />of the continuation of the City as a prime sponsor, and recommended that the City Council requ <br />the Governor to designate the City as a Service Delivery Area; and <br /> <br /> WHEREAS, the Portsmouth Chamber of Commerce and the Portsmouth School Board have also con <br />this issue, and have joined the Manpower Commission in this recommendation; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth is of the opinion that this administrative <br />arrangement has provided the City with a flexible, cost effective program, which has brought o <br />$4,000,000 in employment and training funds to this City; and <br /> <br /> WHEREAS, it is the opinion of this Council that only through local administration can the <br />employment and training programs of this City continue to be responsive to the local needs and <br />assure coordination of services in the community. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, here <br />endorses the continuation of the City as a Prime Sponsor and directs the submission of an appl <br />to the Governor of the Commonwealth of Virginia to designate this City as a Service Delivery A <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to forward a c <br />this resolution to the Members of the Portsmouth delegation to the General Assembly of Virgini <br /> <br />AMes: Beaker, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 83-17 Mr. Holley expressed concern regarding the letter received from State Department <br />of Highways in reference to underpass lighting in Portsmouth. <br /> <br />Mr. Hanbury expressed concern also, and stated he had responded by letter to the State. <br /> <br /> 83-18 Vice Mayor Beamer asked that a proclamation be prepared recognizing Martin Luther <br />King's birthday. <br /> <br /> 83-19 - Motion of Vice Mayor Beamer and seconded by Mr. Gray to go into an executive <br />session to discuss the following, and was adopted by unanimous vote' <br /> <br /> r <br /> <br />[ations <br /> <br />local <br /> <br />?port <br />~st <br /> <br />~idered <br /> <br />~er <br /> <br />~y <br /> [cation <br /> Fea. <br /> <br />3py of <br /> <br /> <br />
