228 <br /> <br />January 11, 1983 <br /> <br /> "As-you know, the Cities of Portsmouth and Suffolk recently concluded an agreement <br />whereby Portsmouth could drill deep wells at its water treatment facilities in Suffolk. <br />Th~ 1980-81 drought clearly indicated a need for additonal water supply and it has been <br />determined that deep wells would provide that water at the lowest cost. <br /> <br /> Bids-have beenreceived'for Phase I of the project, which includes boring the well, <br /> casing pipe and engineering work to test the acquifer. Phase II, which will be bid later, <br />· will provide the pumps, motors and other elements to activate the wells. Bids for Phase I <br /> were as follows: <br /> <br /> Layne-Atlantic Co. $165,250 <br /> Sydnor Hydrodynamics, Inc. $199,000 <br /> R. L. Majette Co. $217,660 <br /> <br /> Funds are available in the Public Utilities Capital Improvements Fund for this project. <br />A breakdown of the estimated costs to complete Phase I are as follows: <br /> <br />Construction <br />Engineering <br />Contingencies <br /> <br />$165,250 <br /> 7,400 <br /> 12,350 <br /> <br />Total $187,000 <br /> <br /> The Director of Public Utilities has recommended awarding the contract to Layne-Atlantic <br />the low bidder, and I concur with his recommendation." <br /> <br /> O~ motion of Mr. Whitlow and seconded by Mr. Gray that the following ordinance be <br />approved on'first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $187,000. FROM THE PUBLIC UTILITY CAPITAl IMPROVEMENT <br />FUND FOR PHASE I OF THE CONSTRUCTION OF TWO DEEP WELLS ON THE CITY WATERSHED IN <br />SUFFOLK." <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb to award bid <br />being the lowest responsible bidder, in the amount of ~165,250, <br />unanimous vote. <br /> <br />to Layne-Atlantic Company, <br />and was adopted by <br /> <br /> 83-7 "Letter from the City Manager recommending adoption of an ordinance appropriating <br />$120,000 from the Capital Improvement Fund for the Glasgow Street Force Main Project; and, <br />authorizing award of bid to the lowest responsible bidder." <br /> <br /> "The 1982-87 ~Capital Improvements Program authorizes $700,000 in the current fiscal <br />year for construction of a new sewage pumping station and appurtenant sewer lines to service <br />the Downtown Waterfront Area. <br /> <br /> This project includes construction of the force main down Glasgow <br />Street to Effingham Street to convey sewage from the new pump station <br />st~ation at the corner of Glasgow and Effingham Streets. <br /> <br />Street from Water <br />to the existing pump <br /> <br /> The bid analysis indicates a low bid of $91,635 submitted by Inner-View, LTD.
