Robert Gray, James W. Holley, III, <br />Gloria O. Webb, Morton V. Whitlow, George L. Hanbury, City Manager, Steven <br />Lieberman, City Attorney. <br /> <br />Absent: Jack P. Barnes <br /> <br /> Dr. Wilbur Kersey, Pastor of Court Street Baptist Church, opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Johansen welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, minutes of the called meeting of December <br />13, 1982; m~nutes of the Public Hearing of December 13, 1982; minutes of the called meeting of <br />December 14, 1982; minutes of the regular meeting of December 14, 1982, to be approved as <br />received, and was adopted by unanimous vote. <br /> <br /> 83-3 Mayor Johansen presented to Mr. Earl W. Bowman, past Chairman of the Parks and <br />Recreation-Commission, the "Virginia Recreation and Park Society's Distinguished Service Award <br />for 1982" for outstanding endeavor and accomplishments, and furthering the cause of recreation <br />at paYks. Mrs. Bowman was present for the award. <br /> <br />83-4 <br /> <br />Public Hearing on proposed amendment pertaining to the Commission of Architectural <br />Review membership was held: <br /> <br /> Les French, 208 Glasgow Street, representing Olde Towne Civic League, spoke in support <br />of the changes and .requested that the professional~membership be a lawyer and two architects; <br />to specifically designate Olde Towne in the area of neighborhoods; to retain the current methoc <br />of at~largePselection on the Commission; to retain the current method of selection. <br /> <br /> Ms. Barbara Wright, 28 Davis Street, representing Cradock Property Owners Association, <br />spoke in support of the recommendations from the Planning Commission, and also, that you_will_ <br />continue to select nominatiens from respective civiz leagues when appointments to the Commissi~ <br /> <br />Lewis Thomas, 131 Florida Avenue, representing Port Norfolk Civic League, spoke in <br />support of the recommendations from the Planning Commission, and also, would like to have a <br /> - .~ - ~ .., .,, ~ .. . ,~.~ <br />representative on the Commission when Port Norfolk is designated a~.h~s~o~cal.d~sg~mc . <br /> <br /> Ms. Mary Shanks, 616 Rockbridge Road, representing Federation Civic Clubs, endorsed the <br />position taken by the Historic Landmark Conservation groups in their request for representatio~ <br />on the Commission of Architectural Review. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, to concur in the recommendation of the <br />Planning Commission, and to include that the two architects serving not be serving the same <br />firr~ and the following ordinance was approved on first reading by unanimous vote: <br /> <br />"AN ORDINANCE TO &MEND SECTION 40-95 OF THE CODE OF THE <br />VIRGINIA, PERTAINING TO THE COmmISSION OF ARCHTTECTURAL <br /> <br />CITY OF <br />REVIEW <br /> <br />PORTSMOUTH, <br /> <br />UNFINISHED BUSINESS <br /> <br />g2-418 Rezoning Applications: <br /> <br />(b) Zon%n~ Amendment Ordinance Z 82-24 <br /> <br />Petition of James M.
