<br /> 83-5~ - Motion of Mr. Barnes and seconded by Mr. Gray, to award the bid to Virtexco
<br />Corporation, being the lowest responsible bidder, in the amount of $56,131.00, and was
<br />adopted~?by unanimous vote.
<br />
<br /> 83-39 - The following report from the City Manager was submitted:
<br /> "At your January 25th meeting a Mr. James Evans requested that Council approve an ad-
<br />justment in his November water bill. Attached for Council's information is a report prepared
<br />by the Director of Public Utilities on the City's current water adjustment policy, along with
<br />a summary of past discussions with Mr. Evans.
<br />
<br /> As you can see from the report, Mr. Evans has had a history of water leaks and has
<br />received four (4) adjustments over the past 25 months totaling $455.93. It is the Director
<br />of Public Utilities' recommendation that Mr. Evans' current bill of $645.78 be adjusted to
<br />$214.78. This reduction would be based on a 50% reduction of his water bill and a 100% re-
<br />duction in his sewer charge. This procedure is conistent with other adjustments in circum-
<br />stances where there appears to be a leakage problem."
<br /> Motion of Mr. Barnes and seconded by Mr. Gray, that the matter be handled administrative
<br />by the City Manager, and was adopted by unanimous vote.
<br />
<br /> The ~ollowing reports from the City Manager were presented:
<br /> 83-70 - Letter from the City Manager recommending adoption of an Ordinance an first
<br />reading to appropriate $45,000 from the Public Utilities Capital Improvements Fund for the
<br />design of sanitary sewer facilities to serve two industrial sites on Frederick Boulevard
<br />and for the prepurchase of long lead time items for the installation of said facilities; and,
<br />award of contract to the lowest responsible bidder.
<br /> "As you know, two manufacturing firms, Sline Industries, Inc. and the RADVA Corporation
<br /> are locating plants at the industrial tract on Frederick Boulevard near Elliott Avenue. Sewe
<br /> service consisting of a pump~B~s~ati~n~ force main and gravity line must be installed if the
<br /> site is to be useable by theenaw~industries, which are scheduled to begin production in the
<br /> late Spring. Some vacant industrial land will remain at the site, and the pumping station
<br /> can be expanded and the gravity line can be_extended to serve any additional developers.
<br /> The Department of Public Utilities has recommended that $45,000 be appropriated for de-
<br /> sign work and for pre-purchase of long lead time items. City crews will install the force
<br /> main, and the pumping station and gravity line will be advertised for bid.
<br /> Economic development activity like that occurring on Frederick Boulevard will expand the
<br /> City's tax base and provide needed jobs for our citizens. These two projects will create
<br /> 150-200 new jobs and expand the City[.$ tax base by more than $1,000,000. Both firms will be
<br /> required to pay~water tap fees and sewer connection fees, but more importantly they will be-
<br /> come industrial purchasers of water and sewer services from the City. I, therefore, recommem
<br /> that you adDpt the attached appropriation ordinance on first reading."
<br /> On motion Of Mr. Gray and seconded by Mrs. Webb, the following ordinance was approved
<br /> on first reading, and to award contract to the lowest responsible bidder, was adopted by
<br /> unanimous vote:

<br /> "AN ORDINANCE TO APPROPRIATE $45,000 PROM THE PUBLIC UTILITIES CAPITAL IMPROVEMENT

<br /> 83-71 Letter from the City Manager recommending adoption of an ordinance on first
<br /> reading to appropriate $601,000 from the Capital Improvements Fund for the construction of
<br /> an access road and utility improvements for an industrial site between the Jordan Bridge and
<br /> the Norfolk Naval Shipyard; and, award of contract to the lowest responsible bidder.
<br /> "The 1982/87 Capital Improvement Program contains a prior authorization of $100,000 for
<br /> Industrial Site Pre~.aration. The Economic Development Administration has awarded the City a
<br /> grant for constructing an access road and utility improvements for Allied Marine Service's
<br /> site near the Jordan Bridge.
<br />

<br /> The City Engineer has investigated the low bidder and recommends that the project be
<br />awarded to Warbler Construction Company, Inc. Contingencies, project administration, engi-
<br />neering and inspection bring the total anticipated project cost to $645,000. The grant will
<br />pay 80% of the project cost, with the City share totaling $129,000. City Council has pre,
<br />viously appropriated $44,000 for this project; therefore an additional appropriation of
<br />
