Beamer, Sr., J. Robert Gray, ~ames-W. Holley, <br />Gloria O. Webb, Morton V. Whitlow, George L. Hanbury City-Manager, Ste~en Lieberman, <br />City Attorney. ' <br /> <br />III <br /> <br /> Rev. W. Joseph Shepherd, Pastor of Park View United Methodist Church, opened tbs meeting <br />with prayer, followed by the Pledge of Allegiance to,the Flag. <br /> <br /> Mayor Johansen welcomed ali visitors in attendance. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. G~ay, minutes of the called meeting ~f~eb~nary <br />22, 1983; and mingtes of the regular meeting of February 22, 1983, to be approved as received <br />and was adopted by unanimous vote. <br /> <br /> 83-86 Mayor Johans~n presented Certificate of Appreciation to Harvey N. Johnson, Jr. <br />former member of the Jail Advisory Board. , <br /> <br /> 83-8~ - Motion of Mrs. W~bb and seconded by Mr. Barnes, that Item 83-83 under Unfinished <br />Business be acted on at this time, and was adopted by unanimous vote. <br /> <br /> 83-83 - On motion ofMr. Beamer and seconded by Mrs. Webb, the following resolution was <br />adopted, and.by the following vote: <br /> <br /> "A RESOLUTION RECOGNI2ING DR. EMIL S. SAYEGH FOR BEING NAMED PORTSMOUTH'S FIRST <br /> CITIZEN FOR 1982. <br /> <br /> WHEREAS, it was recently announced that Dr. Emil S. Sayegh has been chosen by a panel of <br /> past First Citizen Award winners as the recipient of the Portsmouth First Citizen Award for <br /> 1982 given annually by the Portsmouth Moose Lodge No. 898; and <br /> <br /> WHEREAS, this award is given annua.lly to those citizens whose goals and accomplishments <br /> transcend the routines of everyday life and who have exhibited an extraordinary history of <br /> community service, professional advancement and humanitarian skills; and <br /> <br /> WHEREAS, like most previous winners Dr. Sayegh has his list of credentials showing how <br />active he has been including membership on the Board of both Maryview and Portsmouth General <br />Hospitals, past president of the Portsmouth Academy of Medicine, medical representative for th <br />Portsmouth Area United Way, past chairman of the Portsmouth Fine Arts Commission, past chair- <br />man of the medical staffs of both Maryview and Portsmouth General Hospitals, chairman of the <br />A~aRe~a~.~cMedical Society and service on the Boards of the Tidewater Kidney Foundation, the <br />Hampton Roads Foreig~ Affairs Council and the Portsmouth Area United Fund; and <br /> <br /> WHEREAS, Dr. Sayegh came to Tidewater with the United States Navy in 1957 and, now at age <br />70, continues an active medical practice and is a member of the Faculty Senats at Eastern <br />Virginia Medical School; and <br /> <br /> WHEREAS, while exhibiting a full and productive career, he has served in many settings <br />aimed at enhancing the quality of life for all our citizens; and <br /> <br /> WHEREAS, Dr. Sayegh will be honored at a dinner in April and will receive the First <br />Citizen Award for 1982. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that it hereby <br />recognizes and congratulates Dr. Emil S. Sayegh upon the occasion of his receipt of the First <br />Citizen Award for 1982. <br /> <br /> BE IT FURTHER RESOLVED that this Council expresses its admiration, appreciation and esteem <br /> to Dr. Emil S. Sayegh for his many contributions to the~welfare of the City of Portsmouth and <br /> that this resolution be spread upon the Minutes of the Council and that a copy thereof be <br />p~s~nte~to~him~in:~recoggition of his service to this community." <br /> <br />Ayes: Barnes, Beamer, <br />Nays: None <br /> <br />Gray, Holley, Webb, Whitlow, Johansen <br /> <br /> Mayor Johansen presented the above resolution to Dr. Emil S. Sayegh <br />the appreciation for all the years of service he had given to the City. <br /> <br />and expressed to him <br /> <br /> ~ UNFENISHED BUSINESS ~ <br /> <br /> 83-?0 - The following ordinance approved on first reading at the regular meeting of <br />February 22, 1983, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE~i$~S~000 FROM THE PUBLIC UTILITIES CAPITAL IMPROVEMENTS <br />FUND FOR THE DESIGN OF SANITARY SEWER FACILITIES TO SERVE TWO INDUSTRIAL SITES ON <br />FREDERICK BOULEVARD AND FOR THE PRE-PURCHASE OF LONG LEAD TIME ITEMS FOR THE IN- <br />STALLATION OF SAID FACILITIES." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Barnes, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> <br />
