<br />At a regular meeting of the City Council held on March 22, 1983, there were present:

<br /> R~v. R. M. Watson, Pastor of St. Mark's Baptist Church, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Johansen welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Whitlow and seconded by Mr. Gray, minutes of the Called meeting of March
<br />8, 1983; and minutes of the regular meeting of March 8; 1983, to be approved as received, and
<br />was adopted by unanimous vote.
<br />
<br /> 83-97 - Mayor Johansen presented to Mrs. Susan~Laurie Morris,'~Mrs. Virginia 1983", the
<br />"Key to the City'S.
<br />
<br /> 83-98 Susan Stewart, Volunteer Chairman of the Seawall Festival, presented the schedule
<br />of events for the Festival which will be held from May 9, thru June 12, 1983.
<br />
<br /> 83-99 - Public Hearing to c~on~sider proposed B~d~ess License Tax rates to take effect May 1
<br />1983, by amending Article II of Chapter 20 of the Code of the City of Portsmouth,
<br />
<br />1973.
<br />

<br /> 83-100 - Motion of Mr. Barnes and seconded by Mr. Gray, that Item 83-114 to be moved
<br />forward and taken up at this time, and was adopted by 6-1(Beamer-Nayp- vote.
<br />
<br /> 83-114 ~ Letter from the City Manager recommending adoption of a motion authorizing the
<br />City Manager to proceed with improvements to West Norfolk Road.
<br />
<br /> "After reviewing all of the alternatives, I feel that the proposed alignment presented
<br />to the citizens at the location and design hearing on the West NorfOlk Road improvements is
<br />best for all the citizens of this City.
<br />
<br /> I, therefore, recommend that City Council authorize me to proceed with the construction
<br />of the improvements to West Norfolk Road from the West Norfolk Bridge to Cedar Lane."
<br />

<br /> Lt. Mark W. Schultz, USCG Support Center, representing U. S. Coast Guard, spoke concernin~
<br /> interaction with C&ast Guard during construction plus need for traffic light.
<br /> Wayne J. Hughes, 4629 West Norfolk Road, spoke fox'self against the improvements.
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Holley, that the City Manager review the remarks
<br />made .torLi. g~t and the figures presented by Mr. Seay, and was defeated by ~-7 vote.
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Whitlow, that the City Manager be authorized to
<br />to proceed with West Norfolk Road as proposed
<br />
