Au,qust 28, 2001 <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of Portsmouth hereby <br />agrees that, if the City of Portsmouth subsequently elects to cancel this project, the City <br />of Portsmouth will reimburse the Virginia Department of Transportation for the total <br />amount of the costs expended by the Department through the date the Department is <br />notified of such cancellation." <br /> <br />Ayes: Benn, Griffin, Moody, Robinett, Whitehurst <br />Nays: None <br /> <br />01 - 261 - Adoption of a motion to transfer $279,799 from the Grants Contingency <br />Account to continue the Victim Witness Assistance Program pursuant to a grant from <br />the Department of Criminal Justice Service. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $279,799 from the Grants Contingency Account to <br />continue the Victim Witness Assistance Program pursuant to a grant from the <br />Department of Criminal Justice Services. <br /> <br />Purpose and Need: <br /> <br />· This is a perpetual grant that has been in effect for more than fifteen years which <br />employs seven full-time staff persons. The Victim Witness Program provides <br />comprehensive information and direct services to crime victims and witnesses in <br />accordance with the Crime Victim Witness Rights Act and other applicable victims' <br />rights laws. <br /> <br />· During FY2002, it is estimated that 950 victims and 100 witnesses will receive direct <br />services through this program. <br /> <br />Financial Impact: <br /> <br />· The Department of Criminal Justice Services has approved a Victim Witness <br />Assistance Program Grant in the amount of $223,839 in federal funds and $55,960 in <br />State special funds with no local match for a total award of $279,799. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Robinett, to transfer $279,799 <br />from the Grants Contingency Account to continue the Victim Witness Assistance <br />Program pursuant to a grant from the Department of Criminal Justice, and was adopted <br />by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Robinett, Whitehurst <br />Nays: None <br /> <br />- New Business - <br /> <br />01 - 262 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />01 - 263 - Items Submitted by Council Members <br /> <br />There were no items. <br /> <br />01 - 264 - Non-Agenda Speakers <br /> <br />1. Raleigh Harsley, 2124 Peach Street, spoke on the condition of his neighborhood. <br /> <br />3. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke the retirement of Ida Kay <br /> Jordan. <br /> <br />4. J. C. Woodell, P. O. Box 7742 Brady's Marina, spoke on replacement of City <br /> ordinance pertaining to tattooing. <br /> <br /> <br />
