May 4, 1983 <br /> <br />(e) An ordinance to amend Section 32-48 of the City Code pertaining to schedule of fees <br /> and charges for street opening permits. <br /> <br />(f) An ordinance to amend Section 19-44 of the City Code pertaining to the Law Library <br /> Assessment. <br /> <br /> "The i983-84 Operating Budget I have recommended for your consideration is partially base <br />on changes of certain fees, I have included these changes on the agenda for your May 4, 1983 <br />meeting ~n order ro present a comprehensive package of all icenses, fees and taxes; however, <br />due to the fact that these changes only require one reading by Council to be adopted, I re- <br />commend that they be deferred until May 10, 1983 meetmng. The specific changes include the <br />following: <br /> <br /> (a) An ordinance to amend the Code of the City of Portsmouth, Virginia, 1973, by amending <br /> Sections 38-33 and 38-34 pertaining to meter changes and meter rares for water suppl). <br /> An ordinance pertaining to payment of water bills and discretionary rebates. <br /> This amendment will raise the residential (5/8%) meter service charge from $1.50 <br /> per month no $2.00 per month and will raise the rare per 1,0C0 gallons of water <br /> charged to Portsmouth residents from $1.08 to $1.13. In addition, the bulk rate <br /> charges ro the City of Chesapeake will be increased from $1.03 to S1.08 per 1,000 <br /> gallons and the bulk rare charge to the City of Suffolk will be increased from $.55 <br /> to $1.0Z58 as per our current contractual agreement. Further, I am recommending the <br /> a~opti~fa_Bi~-mon%htyc)~c~l~ f~.~_hu~_ic~t~l~bills. This will ~mprove the cash~flow <br /> and may be more convenient to our customers mn preparing their ~ersonal budgets. <br /> In addition to the above, I recommend that adjustments to certain minor fees, amount5 <br /> in an aggregate to less than $50,000 in the general fund, be adopted so as to continu <br /> these programs on a largely self-supporting basis. <br /> <br /> (b) An ordinance to amend Section 14-8~a) of the Code of the City of Portsmouth, Virginia <br /> 1973, pertaining to charges for handling refuse at the City Incinerator. <br /> This amendment to this ordinance will increase the fee charged for disposal of refus <br /> for cther than residents with ~efuse from their personal premmses, from $10.50 her <br /> ton to $11.75 per ton. Further, the minimum amount charged for any one load of <br /> refuse ms recommended to be increased from $6.00 ro $6.50. The increase in these <br /> revenues are needed to assist in defraying the escal~ig_ costs associated with <br /> maintaining the operation of the City Incinerator in compliance with the environment <br /> statutes until the ~ew }aBdfi~ and garbage to steam plant are operational. <br /> <br /> i(c) An ordinance amending Section 24-140 of the Code of the City of Portsmouth, Virginia, <br /> 1973, pertaining to fees charged for the use of the Armory. <br /> <br /> The Department of Parks and Recreation has had a number of requests for use of the <br /> -- Armory for wedding receptions; however, the current minimum fee o£ $250 has been <br /> prohibitive. I ~ecommend that an addition to the fee schedule for rent~i of the <br /> facility be established for wedding receptions in the amount of $150. <br /> <br /> (d) An ordinance to amend Section 24-100 of the Code of the City of Portsmouth, Virginia, <br /> 1973, pertaining to golf cart rental fees charged Portsmouth Sleepy Hole Golf Courses <br /> I m-rrecommending that the charges for golf cart rental (18 holes) at Portsmouth Sleep <br /> Hole ~oK~ Course be increased $1.00 from $9.00 to $10.00. <br /> <br /> (e) An,ordinance to amend Section 52-48 of the Code of the City of Portsmouth, Virginia, <br /> 1973, pertaining to fees and charges for inspection and permits associated with ex- <br /> cavating and distrubing City streets, lanes, alleys or public rights-of-way. <br /> <br /> Each permmt is issued by the City Engineer prior ~o construction taking place and are <br /> obtained by all individuals, utilities, and contractors desiring to work in public <br /> fees for these street openings permits be <br /> <br /> Code of the City of Porrsmouth, Virginia, <br /> <br />rights-of-way. I am recommending that the <br />increased approximately twenty percent. <br /> <br />(f) An ordinance to amend Section 19-44 of the <br /> 1973, pertaining to the Law Library fees. <br /> <br /> This amendment will increase the assessment charge for each c~vil action filled in <br /> the District Courts from $1.00 to $2.00 equalizing the assessment with that charged <br /> in the Circuit Court at the maximum amount allowed by ~%~7~ law. These assessments <br /> are used to defray the costs associated with the~operarion and maintenance of the <br /> City's Public Law Library. <br /> <br /> I~ addition to the approprmation and tax ordinances, the above items encompass all the <br />actions related to the operating budget with two excepticns. The dog license fees~require <br />a public hearing which will be conducted ~n May 10th. Further, the Employee Classification <br />and Pay Plan, in accordance with the final budget will be included on the May 10th agenda." <br /> On motion of Mr. Barnes and seconded by Mr. Beamer, the followmng ordinances were adopted <br />on f~rst and final reading, and by the following vote: <br /> <br /> (a) "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br /> ~MENDING SECTIONS 38-23, 38-33, 38-34, 38-35 AND 38-42, PERTAINING TO METER <br /> CHARGES AND METER RATES FOR WATER SUPPLY, PAYMENT OF WATER BILLS AND DIS- <br /> CRETIONARY REBATES." <br /> <br /> <br />
