<br /> reading to amend Ordinance No. 1982~33 imposing and levying taxes for the Fiscal Year beg~nin~
<br /> July 1, 1983, and ending June 30, 1984, and also for each and every fiscal year thereafter be-
<br /> ginning July 1st and ending June 30th of each such year, unless otherwise changed by Council,
<br /> on real estate, tangible personal property, and machinery and tools within the City Of Ports-
<br /> mouth, Virginia, for the purpose of raising revenue for the support of governmental operations
<br /> and the~public free schools and to pay principal and interest on the public debt.

<br />· "The attached ordinance provides for the levying of taxes for the fiscal year ending
<br /> June 5, 19 84.
<br />
<br /> No City Manager wishes to recommend tax increases but as I mentioned to you in my budget
<br />message even though I cut millions of dollars fro~ much needed and justifiable programs and
<br />services, merged departments to achieve cost savings and enhance effici~cy, cut the requested
<br />School Board Budget, implemented a cost savings productivity study, frozen new hirings, im-
<br />plemented a new risk management symtem, and am recommending proration of personal prop~ty
<br />taxes, a shortfall in anticipated revenue remains.
<br />
<br /> The budget I recommend is supported by the rates contained fn the attached or'dfnance
<br />represents a balanse between e~¢ghg~ our educational system, upgrading City employees, and
<br />maintaining essential services winh a stern eye on available revenue. It is with this process
<br />in mind that I recommend adoption of the attached ordinance.

<br />reading to amend Chapter 35 of the City Code to adopt a system of proration for personal pro-
<br />perty taxes to go inzo effect July l, 1983; applicable ~o ail motor vehicles, trailers and
<br />boats, and provides for taxes to be paid only for that portion of the tax year which it is own
<br />

<br />proration of personal property taxes.
<br />
<br /> Under the proration system, taxes are assessed and prorated based~on ownershin of a boat,
<br />motor vehicle or trailer on a monthly basis rather than on ownership at a psecific-date, such
<br />as, January 1st. This method is.more equitable for taxpayers as they pay taxes on property
<br />only for the period of time they own the property. In addition, the system discourages certai~
<br />inequitable practices of tax avoidance and enhances the controls over property which should
<br />be subject to this tax.
