Therefore, I recommend your <br />approval." <br /> On motion of Mrs. Webb and seconded by Mr. Beamer, the following ordinance was approved <br /> on first reading, and City Manager be authorized to award the bid to the lowest responsible <br /> bidder, Asphalt Roads & Materials Co., Inc., and was adopted by unanimous vote. <br /> "AN ORDINANCE TO APPROPRIATE $158,000 FROM THE PUBLIC UTILITY CAPITAL IMPROVEMENT <br /> FUND FOR THE HATTONSVILLE STREET AND UTILITY PROJECT." <br /> 85-176 Letter from the City Manager recommending adoption~of an ozdinance on first <br /> reading to appropriate $191,065 from the Grants Contingency Fund for the federally funded Dru <br /> Suppression/Habitual Offender Program in the Portsmouth Police Department (no local match is <br /> required). <br /> "As you are aware from previous correspondence, the Portsmouth Police Department's ICAP <br /> Program, a federally supported management improvement project which has received national re- <br /> cognition fo~ its success in combatting crime and improving police performance, was selected <br /> for continued funding by the Office of Juvenile Justice and Delin~nency Prevention. I have <br /> received notification that an award of $191,065 in federal funds has been made to the City <br /> to serve ps the.lead site in a multi-year, nationwide effort to develop techniques and strate- <br /> gies ~useful to law enforcement agencmes in reducing drug traffic and substance abuse among <br /> juveniles. No local match is required. <br /> <br /> This grant will allow the Police Department to build upon the successful ICAP model and <br /> enhance its ability to address this serious juvenile crime ~ssue. A substantial portion of <br /> the award will be used to support Dr. Wolfgang Pindur and his research associate at Old Domin- <br /> ion~Uni~ersity who will coordinate and monitor the program's ~mplementation between OJJDP, <br /> Portsmouth and the four other sites. As improved strategies and techniques are developed, <br /> these host agencies will provide information and assistance to other police deparzments in <br /> making similar improvements. <br /> <br /> Based on the strong pastperformance of the ICAP Program, I recommend that this award <br /> be approved and that $191,065 be appropriated in the Grants Fund for this purpose." <br /> On motion of Mrs. Webb and seconded by Mr. Barnes, the following ordinance was approved <br /> on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPRCPRIATE $191,065 FROM THE GRANTS CONTINGENCY FUND FOR THE <br /> DRUG~SUPPRESSION HABITUAL OFFENDER PROGK~M." <br /> <br /> 83-177 Letter from the City Manager recommending adoption of an ordinance on first <br />reading to amend Section 4-37 of the City Code pertaining to license tax for dogs. <br /> <br /> "As Council is aware, <br />associated with our Animal <br />make the program partially <br />Code be amended as follows <br /> <br />during budget <br /> <br />Control Program was <br />self-supporting, it <br /> <br />discussions the question of administration costs <br /> raised. A Public Hearing is scheduled for <br />7:00 p, . <br /> <br />and I therfore recom~ <br />Tuesday, May 10th at <br /> <br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following ordinance was approved <br />on first reading, and by ~nanim~u~ <br /> <br />'AN ORDINANCE TO AMEND THE CODE O~ THE CITY OF PORTSMOUTH, VIRGINIA,1973, AS <br />~MENDED, BY AMENDING SECTION ~-37 PERTAINING TO LICENSE TAX FOR DOGS." <br /> <br /> 83-178 Letter from the City Manager recommending adoption of a resolution authorizing <br />the City Manager to release easements for public Utilities in a oor~ion of Eight and Garfield <br />Streets. <br /> <br /> ~%~-1978 and 1980, the City Council adopted resolutions closing portions of Eighth Streel <br />and Garfield Street and retained easements for public utilities which were then in place in <br />those streets. Since that time, the utilities have been relocated in connecton with the re- <br />development project in the area, and the Director of Portsmouth Redevelopment and Housing <br />Authority has requested a release of the easements retained in the street closure ordinance. <br /> <br /> Officials of the Engineering Department, the Department of Public Works and the Departmen <br />of Public Utilities have reviewed and approved the request, and the City Attorney has prepared <br />the attached resolution authorizing the execution of a deed of release. <br /> <br /> The passage of the resolutmon would allow marketing of the adjoing properties without <br />the restrictions of the easement and I, therefore, recommend approval." <br /> <br />and <br /> <br />On motion of Mr. Beamer and seconded by Mr. Whitlow, the following resolutin was adopted, <br />by the following vote: <br /> <br /> <br />
