<br /> Rev. Walter Hunting, Pastor, Green Acres Presbyterian Church,
<br />prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Johansen welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Beamer and seconded by Mr. Barnes,
<br />26, 1983; and minutes of the regular meeting of April
<br />~nd was adopted by unanimous vote.

<br />
<br /> 83-168 On motion of Mr. Gray and seconded by Mr. Barnes, the following resolution was
<br />adopted, and by the following vote:
<br />
<br /> "WHEREAS, on the 16th day of April, 1983, death brought to a close the active life of
<br />J6sep~ E.~Parker, Sr. , a native of Portsmouth, who dedicated his life in exemplary service
<br />to promote the development of improved conditions for the citizens of the City of Portsmouth
<br />and, specifically, the Mount Hermon Community; and
<br />
<br /> WHEREAS, Joseph E. Parker, Sr. served as Chairman of the Mount Hermon Project Area Com-
<br />mittee, the Mount Hermon Community League, and the Mount Hermon Community Improvement Founda-
<br />tion and gave generously of his time and energy in the interest of the citizens of the City,
<br />whose interest he held paramount at all times: and
<br />
<br /> WHEREAS, under his ~guidance as a leader of the community, si~nifican~ strides were achie~
<br />in the total rebuilding of Mount Hermon through extensive housing and community revitaliza-
<br />tion efforts; and
<br />
<br /> WHEREAS, the stature he attained in the community by his exemplary life and monumental
<br />achievements were well recognized during his lifetime, and the appreciation of the City of
<br />Portsmouth was exemplified by designating the gymnasium portion of the newly constructed
<br />recreational facility in the Mount Hermon Redevelopment Project as the Joseph E Parker, Sr.
<br />Gymnasium; and '
<br />
<br /> WHEREAS, the community has suffered a great loss in the passing of Joseph E. Parker, Sr.
<br />and join with his family, friends and associates in mourning his death.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City
<br />sympathy of this body, acting for the citizens of this City be,
<br />family of the late Joseph E. Parker, Sr..
<br />
<br />of Portsmouth, Virginia that
<br />and hereby is, extended to
<br />
<br /> BE IT FURTHER RESOLVED that this resolution be spread upon the Minutes of the Council,
<br />that a ccpy thereof be presented to his wife, Alice B. Parker, ~n recognition of his service
<br />and respected stature in this community.

<br /> Mayor Johansen presented the above resolution to Mrs. Alice B. Parker, Widow df the late
<br />Joseph E. Parker, Sr. Also, fn attendance for the presentation were Sylvia Parker, daughter;
<br />Phyllis and Andrew Clemons, daughter ~ husband; Wanda and Otis King, daughter & husband;
<br />Wilbur Parker, son; Alan ~arker, son; Lethia Parker, sister.

<br />
<br /> 83-1~0 Public Hearing to consider adoption of a new fee schedule for dog license
<br />~axes which are proposed to take effect July 1, 1983 was held.

<br />
<br /> Motion of Mr. Whitlow and seconded by Mr. Beamer, to approve on first reading.
<br />
<br /> Substitute motion of Mr. Gray and seconded by Mr. Barnes, to be deferred to the next
<br />meeting, May 24, 1983, and was ~dppted by 6-1 (Nay-Beamer) vote.
