May 16~ 1983 <br /> <br /> 83-177 The following ordinance approved on first reading at the special meeting of <br />May 4, 1983, was taken up and read: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, AS <br /> AMENDED, BY AMENDING SECTION 4-37 PERTAINING TO LICENSE TAX FOR DOGS." <br /> <br /> On motion of Mr. Gray and seconded.by Mr. Barnes the ordinance was adopted, and by the <br />follow~ng vote: ' <br /> <br />Ayes: Barnes, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 83~177(a) Councilman Barnes asked, the City Attorney to review and render a report <br />regarding kennels in residential areas of the city. <br /> <br /> · C°uncilman Holley asker the City Attorney to advise Counsil the definition of "kennel~ <br /> REPORTS--FR0~I THE_CItY ~'~NAGER <br /> <br /> 83-187 "Consideration of an ordinance adopt%nE tho 1983~84 Clagsi.£iCation and Pay <br />for the City of Portsmouth." ~ <br /> <br />~ "Enclosed please find the final ordinance needed to complete the budget package. This <br />ordinance establishes the pay and classification elan for the fiscaI year beginning July 1, <br />19~3 and refleczs my recommended 7½% general wage ~ncrease for employees with the anniversar <br />step frozen. , <br /> <br /> Your May 16, 1983 meeting will include the following actions necessary to comolete the <br />adoption of the budget for FY 198~. ~ <br /> <br /> a. The tax ordinance on second reading which has been amended to reflect_a real <br /> estate tax rate of SI.SS and the personal property tax rate of $4.33. <br /> <br />b. The ordinance on second reading establishing proration of personal property <br /> taxes for automobiles, boats and trailers. <br /> <br />c. The second~reading on the ordinance increasing the dog license tax rates to be <br /> effective July 1, 1983. <br /> <br />The second reading of the budget appropriations ordinance which <br />to incorporate the twice weekly garbage cotIection, as well as <br />that Council adopted on first reading. <br /> <br />has been amended <br />the other modificatio~ <br /> <br />The ordinance adopting the employee classification and pay plan which requires one <br />reading." , <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following ordinance was adopted,o~ <br />first and finkl reading, and by the following vote: <br /> <br />"AN ORDINANCE TO PROVIDE FOR THE CLASSIFICATION OF EMPLOYMENT; TO PROVIDE A <br />COMPENSATION PLAN FOR EMPLOYEES; AND TO REGULATE THE ADMINISTRATION OF THE <br />1983-84 CLASSIFICATION AND PAY PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA." <br /> <br />Ayes: Barnes, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />NEW BUSINESS <br /> <br /> 83-195 Douglas Ivey, 420 Mohican Drive, retired on disability from the Police Depart- <br />ment, spoke concerning of being reinstated to the Department. <br /> <br /> Council requested a full report be furnished by the City Manager on the matter, and a <br />copy of the report be sent to Mr. Ivey. <br /> <br /> 83-196 - Councilwoman Webb complimented the Supt. of Schocls, School Board, and Adminis- <br />tration on the Competency scores for the students of the City of Portsmouth - they scored #1 <br />in every category, except the white-students scored #2 in Math. <br /> <br /> 83-197 - Councilman. Barnes asked the City Manager to ~oo~ into the editorial regarding <br />performing arts ~n thms area and see what can be done to meet the challenge. <br /> <br /> On motion meeting adjourned. <br /> APPROVED -~__--/x. <br /> <br /> <br />
