May 16, 1983

Tidewater gets less than 10% of the fmnding of the State program while having approxi-
mately 1/2 the indigents covered by the ~rogram~ MCV gets over 50% of the fnnding with
approximately 1/3 of the indigents. UVA_get$ 33% of the funding with 1/5 of the indigent
load so there is room within equity for substantial increase of indigent funding for the
Portsmouth hospitals thru EVMA from the State.
Indigent care is a cost of our society and must be paid for. Currently, by cost shifting
within our hospitals, unreimbursed indigent care is paid for by those of us who are sick and
must go to the hospitals but have the money to pay for our visits either directly to the
hosptial or indirectly thru health insurance plans.
Indigent care should more properly be paid for totally by all citizens not just those
who are sick.
EVMA is working each year to get as muchi~money as it can for Portsmouth hospitals. Last
years increase in support was $28,000 per year. This support presently totals approximately
$ 200,000. I would ~equest that Portsmouth increase its support to EVMA to last years level
of $30,000."
Dr. ~mil>Sayegh, 226 Fort Lane, representing Portsmouth Urological Associates, spoke in
support of full funding of $30,000 for EVMA.

C.
