February 8, 2000 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, February 8, 2000, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br /> Vice Mayor Bernard D. Griffin, Sr. opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on January 11, 2000, a Regular Meeting on January 11, 2000, a Called <br />Meeting on January 13, 2000, and a Called Meeting on January 29, 2000 and was <br />adopted by unanimous vote. <br /> <br />00 - 29 - Presentation: <br /> <br />Presentation of special lapel pins to newly appointed Boards and Commissions <br />members. <br /> <br />- Public Hearing - <br /> <br />00 -30 - Public Hearing on use permit applications: <br /> <br />(a) UP-99-14(M) <br /> <br />CAVALIER MANOR NEIGHBORHOOD - Theodore and Sandra <br />Pinnock request to modify a use permit to operate a child day care <br />facility at 1216 Cavalier Boulevard. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that UP-99-19(M) be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) UP-O0-02 <br /> <br />AIRLINE COMMERCIAL AND INDUSTRIAL CORRIDOR - China <br /> <br />Market request a use permit to operate a storage parking lot at <br />3535 Airline Boulevard. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to accept the <br />applicant's withdrawal of UP-00-02, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />(c) UP-00-04 <br /> <br />DOWNTOWN NEIGHBORHOOD - Roger Brown requests a use <br />permit to operate a restaurant and sports bar at 316 High Street. <br /> <br />1. Dr. Wilbur Kersey, 3805 Shore Line Drive, Pastor - Court Street Baptist Church, <br /> spoke on concerns pertaining potential parking and trash problems. <br /> <br />2. Edward C. Johnston, 7604 Nancy Drive, spoke on concern over parking for his <br /> tenants in condominiums across the street from the sports bar. <br /> <br />C. Norman Claywell, 355 London Street, recommended that parking meters be <br />removed and replaced with sign indicating parking for truck only. Also, concern <br />about placement of a dumpster and when it will be picked up. <br /> <br />4. Carroll Creecy, 700 Florida Avenue, spoke in support of sports bar/family <br /> entertainment center. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that UP-00-04 be approved on first <br />reading, and was adopted by a vote of 6-0-1. (Mr. Moody abstained because applicant <br />is a potential business client.) <br /> <br /> <br />
