3O8 <br /> <br />M~y 24, 1983 <br /> <br /> 83-203 Letter from the City Manager recommending adoption of an ordinance on first read- <br />ing to appropriate $39,250 £rom the Capital ~mprovements Fund for repairs to the Elm Avenue <br />Neighborhood Facility. <br /> "The 1982/87 Capital Improvement Program authorized $50,000 in the current year for Improve- <br />ments to Parks and Recreation Facilities. The Director of Parks and Recreation has recommended <br />that a portion of those funds be used for repairs to the Elm Avenue Neighborhood Facility, <br />which has suffered extensive ~nterior will damage due to water leakage. These repairs are <br />n~eded to prevent further deterioration and eventual structural damage to the facility. The <br />proposed project would provide for application of a permanen~ waterproof coating to the build- <br />ing's exterior to prevent further damage. <br /> Only one contractor, Miracote of Virginia, responded to the invitation for bids, but their <br />price was below the City estimate of $35,000. Total cost of the contract is <br /> <br />Contractor $31,250 <br />Contingencies 3,000 <br />Contract Administration 5,000 <br />~ Inspections <br /> <br />Total Cost <br /> <br />$39,250 <br /> <br /> The City Engineer recommends approval of the proj~ect. I concur in that recommendation and <br />therefore request the necessary appropriation and award of contract to the bidder." <br /> Motion of Mrs. Webb and seconded by Mr. Hotley the following ordinance was approved on <br />first reading, and the City Manager be authorized to award the bid to the lowest responsible <br />bidder, Miracote of Virginia, and was adopted by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $39,250. FROM THE CAPITAL IMPROVEMENT FUND FOR IMPROVEMENTS <br /> TO THE ELM AVENUE AVENUE NEIGHBORHOOD FACILITY." <br /> 83-204 Letter from the City Manager recommending adoption of an ordinance on first <br />reading to appropriate $60,053 from the Mental Health Services Fund for Holiday House. <br /> "As you kno~, H,ol~&ay'House is a residential facility for mentally retarded children and is <br />located in Westhaven. It was converted from a group home to an Intermediate Care Facility for <br />the Mentally Retarded on October ~8, 1982, when it was. certified by ~Se State Department of <br />Health. <br /> Due to unforeseen delays in obtaining certification mt is estimated that $60,853 will not <br /> be reconverable through the Virginia Medical Assistance Program; however, the Community Service <br /> Board bas requested $60,053 in State funds to offset these costs. The State hals approved the <br /> request, with $15,053 already available in the Community Services BoardLs current appropriation. <br /> and the remaining $45,000 to be provided. Expenditure of the $4S,000 will be contingent upon <br /> receipt of funds from the State. <br /> <br /> The Community Services Board and its Executive Director have requested Council appropriation <br /> of $60,053. I concur with themr request and recommend appropriation on first reading." <br /> Motion of Mrs. Webb and seconded by Mr. Gray, the following ordinance was approved on first <br /> reading and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $60,053. FROM THE MENTAL HEALTH SERVICES FUND FOR THE <br /> HOLIDAY HOUSE INTERMEDIATE CARE FACILITY FOR THE MENTALLY RETARDED." <br /> 85-205 - Letter from the City Manager recommending adoption of a resolution endorsing the <br /> Clean Community Program and authorizing the City Manager to submit an application for State <br /> funds. <br /> <br /> "The City of Portsmouth has been notified that it will receive an allocation of $8,838 <br /> from the Virginia Division of Litter Control to continue the Clean Community Program for the <br /> next fiscal year. These funds will be used to support the Clean Community Office, provide <br /> assistance to community litter control projects, and purchase litter receptacles, ali of which <br /> were included in the last year's gran~ appIication. <br /> As part of the application process, the Division of Litter Control requires that the program <br /> be officially endorsed by the local governing body prior ~o its snbmiss~on. In order to addres~ <br /> that requirement, I am enclosing a resolution of support from the City Council which I recommen¢ <br /> <br />for your approval at the next Council meeting. <br /> <br /> You also will find attached a copy of the grant <br />mn greater detail. Beamer and seconded by Mr. Gray <br />the following vote: <br /> <br />Froposal which explains the proposed program <br />on this proposal, please do not hesitate to <br /> <br />the following resolution was adoFted, and by <br /> <br /> "A RESOLUTION ENDORSING THE CLEAN COYLMUNITY PROGRAM OF THE PORTSMOUTH BEAUTIFICATION <br /> AND CLEAN COMMUNITY COMMISSION; AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION <br /> FOR FUNDING. <br /> WHEREAS, the Council of the City of Portsmouth, Virginia recognizes the existence of a <br />litter problem within the boundarmes of this City and has created the Beautification and Clean <br />Community Commission to assist with litter control: and <br /> <br /> <br />
