335 <br /> <br />June 28, 1983 <br /> <br /> WHEREAS, the City of Portsmouth i.s eligible to submit a grant <br />sion of Outdoor Recreation for Small Business Administration Funds <br />governing the administration and use of such funds; and <br /> <br />application to the Commis- <br />pursuant to the regulations <br /> <br /> WHEREAS, the Department of Parks and Recreation has <br />total of Two Hundred Forty Eight Thousand, Three Hundred <br />landscaping services along Crawford Street, High Street <br />Harbor Tower Parking Garage; and ' <br /> <br />prepared ~ preapplication requesting <br />Forty-Six ($248,346) Dollars for <br />and Effingham Street, and around the <br /> <br /> WHEREAS, extensive <br />and waterfront areas, and <br />funded by the grant would <br />interest to invest in the <br /> <br />efforts have been made over the past decade to revitalize the downtown <br /> together with such past efforts, the proposed improvements to be <br /> have a positive impact aesthetically and entice other development <br /> downtown and waterfront areas; and <br /> <br /> WHEREAS, it is hoped that these revitalizatis~-efforts will make the City attractive to <br />residents and visitors as well as to attract small businesses ~of q'uality to the downtown and <br />waterfront area as part of the City's symbolic "rebirth". <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the Council <br />does hereby endorse the application submitted to the Commission of Outdoor Recreation for Smal <br />Business Administration Funds for landscaping services along Crawford Street, High Street, <br />Effingham Street, and around the Harbor Tower Parking Garage. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to file an <br />application for said grant certifying compliance b) the City of Portsmouth with the appropriat <br />regulations governing the administration and use of such funds." <br /> <br /> Ayes: Barnes, Beamer, Gray, Holley, Whitlow, Johansen <br /> Nays: None <br /> <br />NEW BUSINESS - <br /> <br /> 83-258 Dr. Holley offered the following nominations for appointments to the following <br />Boards/Commissions: <br /> <br />Parks & Recreation Commission <br /> <br />Vance Pittman to be reappointed for a term of three years, ending July 1, 1986. <br />Social Services Advisory <br /> <br /> George Minor and Leo Sharpe to be reappointed for a term of four years ending July 1, <br />1987. , <br /> <br />Transportation Safety Committee <br /> <br /> Joan Hill Whirred to fill an unexpired term, ending November 1 1985 rep~ac~ng.,Wmll~am <br />Copeland. <br /> <br />Mosquito Control Board <br /> <br />Dr. William Crawford replacing Dr. Vincent Pisciotta. <br />Long ~erm Care Coordinating Co~nittee <br /> <br />(No Term) <br /> <br /> Dr. William Crawford to fill an unecxpired term, ending December l, 1985; replacing <br />Dr. Vincent Pisciotta. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. <br />further nominations, the above members to be <br />and was adopted by unanimous vote. <br /> <br />Gray, to close nominations and there being no <br />elected to the designated Boards~Commissions, <br /> <br /> 83-259 Andrew T. Jones, Jr., 2714 Magnolia Street, representing; Jones Bus Company, <br />Inc., requested permission to use the lot at 100 Gust Lane by waivering the site plan regula- <br />tions. <br /> <br /> The City Manager stated that his office had done everything possible to cooperate with <br />Mr. Jones by bending the law to comply with.]~i~ needs and wishes, and if Council desires, he <br />would meet with him again. <br /> <br /> 8~-260 Rosie Perkins, 406 Westmoreland Avenue, representing Westhaven Areas Civic <br />League, spoke conerning the operation of the Uptown Drug Company, located at Alexander's <br />Corner, and aske~ Council to do whatever is possible to eliminate this type of business~in the <br />area or the City of Portsmouth. <br /> <br /> The City Manager responded and stated that the matter was being looked into. <br /> <br /> Coundilman Whitlow asked the City Attorney to look into the matter and report to Council <br />if an ordinance could be adopted on local level. <br /> <br /> 83-261 - Councilman Holley referred to a letter to the City Manager .from.Rn~h Mayhall <br />regarding the removal of bricks in the sidewalk surrounding the Wright Memorial United Methodist <br />Church on 4th and Randolph Streets and requested a report be furnished on this matter. <br /> <br /> The City Manager state~ he had received the letter and a report woul~ be forthcoming. <br /> <br /> <br />
