<br /> "A resolution is required by the Seaboard System Railroad Company in order for the City'
<br />contractor t¢ install a utility line on Railroad property in the Hattonsville Redevelopment
<br />Project. The resolution is a formality on all City contracts wherein it is necessary to work
<br />within Railroad right-of-way.
<br /> Attached is the necessary resolution and I recommend its adoption."

<br /> THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH
<br /> INC. FOR INSTALLATION OF A PUBLIC UTILITY SEWAGE
<br />RIGHT-OF-WAY kND UNDER THE MAIN TRACK OF THE RAILROAD AT
<br />
<br /> WHEREAS, the City has awarded a contract to Asphalt Roads And Materials, Inc. for constru
<br />tion of certain public utilities including sewage lines in connection with the Hattonsville
<br />Redevelopment Project; and
<br /> WHEREAS, a portion of said 8" cast iron sewage pipe is to be constructed across the right
<br />of-way and under the main track of the Seaboard System Railroad, Inc. at Laigh Road; and
<br /> WHEREAS, Seaboard System Railroad, Inc. has requested that the City enter into a license
<br />agreement for the location and installation of said sewage line across the right-of-way and
<br />under the main track of the railroad.
<br />
<br /> NOW, THEREFORE, BE IT RESCLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby is, authorized to enter into a license agreement with Sea-
<br />board System Railroad, Inc. for the purpose of granting unto the City the right to install and
<br />maintain a sewage line of 8" cast iron pipe across the right-of-way and under the main track o
<br />
<br />the railroad

<br /> 83-256 Letter from nhe City Manager recommending adoption of a resolution approving
<br />an application to the Commission of Outdoor Recreation for Small Business Administration funds
<br />· n the amount of $218.346 for landscaping on High Street, Effingham Street, Crawford Street
<br />and around the Harbor Tower Garage.
<br /> "Attached for your review is an application submitted by the Parks and Recreation Depart-
<br />ment to the Commission of Outdoor Recreation for Small Business Administration funds. A total
<br />of $218,346 is requested for landscaping services along Crawford Street, High Street, and
<br />Effingham Street, and around the Harbor Tower Parking Garage. Upon receipt of the grant, the
<br />City will contract with a certified small business to perform the beautification work.
<br /> The attached profile of the project has already been forwarded to the~Comm~sslon o Out-
<br />door Recreation due to the time limitations imposed on pzojects funded by this source. Funds
<br />~ust be e~pended and work completed no later than October 1, 1983.
<br /> Another requirement for approval of the request is a resolution by City Council endorsing
<br /> the project. Please find this resolution attached. I recommend its approval."

<br /> Motion of Mr. Whitlow and seconded by Mr. Holley, to amend the total amount to $248,346
<br /> for landscaping services, and was adopted by unanimous vone.
