332 <br /> <br />June 28, 1983 <br /> <br /> WHEREAS, a plan for a continuum of long-term care services has been prepared to <br />benefit Portsmouth's impaired elderly and prevent inappropriate institutionalization of <br />these individuals: and <br /> <br /> WHEREAS, it is necessary that this Council take official action to adopt the Long- <br />Term Care Plan as acceptable to the community and ensure that community-based resources <br />will effectively enable impaired elderly persons to remain comfortably in their own homes <br />for as long as possible and to submit same to the Long-Term Care Council of the Ccmmonwealth <br />of Virginia. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, that Portsmouth <br />Long-~Te~m Care Plan, having been reviewed and considered appropriate to meet the needs of <br />the City's elderly population, is adopted by this Council, and the City Manager is hereby <br />authorized to forward such plan to the Long-Term Care Council of the Commonwealth of <br />Virginia. <br /> BE IT FURTHER RESOLVED that the Long-Term Care Coordinating Committee is further <br /> charged with the responsibility to monitor the implementation and operation of the Long- <br /> Term Care Plan for the City of Portsmouth, Virginia. <br /> <br /> Ayes: Barnes, Beamer, Gray, Holley, Whitlow, Johansen <br /> Nays: None <br /> <br />REPORTS FROM THE CITY MANAGER <br /> <br /> 83-249 Letter from the City Manager recommending adoption of an ordinance on first <br />reading to appropriate $450,000 from the Capital Improvements Fund for acquisition of the nec <br />essary rights-of-way and associated legal expenses for the widening of West Norfolk Road. <br /> "On December 14, 1982, Council appropriated $50,000 for the engineering design work, <br />appraisal of property, and related expenses for the widening of West Norfolk Road from the <br />West Norfolk Bridge to Cedar Lane. The estimated cost for these improvements is appro×i- <br /> <br />mately $2 million. <br /> <br /> The attached ordinance appropriates $450,000 from <br />purchase the necessary right-of-way and authorizes the <br />atiogs. I hereby recommend the attached ordinance for <br /> <br />the Capital Improvements <br />City ~ttorney to proceed <br />your adoption." <br /> <br />Fund to <br />with negoti- <br /> <br /> J. A. Browns 3800 Pine Road, spoke in support of widening West Norfolk Road, but was <br />opposed to some of the features to the plan,-specifically, sidewalks on either side of the <br />road and level of lighting proposed, a~d7 that the sidewalks be limited to one narrow walk <br />on the north side. <br /> <br /> Mrs. Beverly Hughes, 4~29 West <br />West Norfolk Road. <br /> <br />Norfolk Road, spoke in opposition of sidewalks on <br /> <br /> Wayne J. Hughes, 4629 West Norfolk Road, spoke against the widening of West Norfolk <br />Road. <br /> <br /> Mrs. Audrey Fisher, ~809 West Norfolk Road, request that action on widening West Norfol~ <br />Road be delayed, but if the matter is not delayed, please give the sidewalk situation some <br />consideration. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Whitlow, the following ordinance was <br /> proved on first reading and by 5-1(Nay-Holley) vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $450,000 FROM THE CAPITA[ IMPROVEMENT FUND FOR THE <br /> ACQUISITION FOR THE NECESSARY RIGHTS-CF-WAY AND ASSOCIATED ~KPENSES FOR FHg <br /> WIDENING OF WEST NORFOLK ROAD." <br />The Mayor called for a recess, meeming recessed at 9:33 B.~, and re-convened at 9:43 p.m. <br />~3~250~-Letter from the City Manager recommending adoptmon of an ordinance on first reading <br />to appropriate $450,000 from the Capital Improvements Fund for the public schools for the <br />purchase and installation of ten boilers for five schools and for the asbestos removal progra~ <br /> "The Superintendent of Schools has requested an appropriation from the Capital Improvement <br />Fund for ten new boilers at five schools. This request is in accordance with the Useful Life <br />Study of boilers conducted by the Hartford Steam Boiler and Insurance Company last year. Thes~ <br />boilers have exceeded their useful life and are now operated under reduced pressure for safety <br />Fhe cost for the purchase of the boilers and installation is $280.~00. <br /> In addition, in order to pursue the removal of asbestos program in accordance with the <br />requirements of the Environmental Protection Agency, the Superintendent has requested that <br />$200,000 be appropriated for this purpose. <br /> <br /> While the 1983-84 Capital Improvement Program has no~ been finalized, I recommend the <br />adoption of this appropriation ordinance so as to enable Dr. Alford to carry out these project~ <br />during the summer months when the schools are unoccupied." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Beamer, the following ordinance was approved <br />on first reading and by 6-0 vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $450,C00. FROM THE C~LPITAL INPROVEMENT FUND FOR THE <br /> PUBLIC SCHOOLS FOR THE PURCHASE ~ND INSTALLATION OF TEN BOILERS FOR FIVE SCHOOLS <br /> ~ND FOR THE ASBESTOS REMOVAL PROGRAM." <br /> <br /> <br />
