345 <br /> <br />July 12, 1983 <br /> <br />City <br /> <br />type <br /> <br />of Portsmouth for the control of businesses selling "look alike" drugs. <br /> <br />We feel these establishments are Fnhealthy and detrimental to life in this fair cmty. <br /> <br />We are very concerned that our children~ and our young adults are being exposed to this <br />of "undesirable drug culture". <br /> <br /> We request your help and support with this matter. Signed by Marla Terry, 1054 Stanley <br />Road and others" (1,124 signatures) <br /> <br /> The following citizens spoke concerning the above matter: <br /> <br /> Sam H. Wallace, 321 Thelmar Lane <br /> Gene Baldwin, 404 Tareyton Lane, representing Park Manor Civic Club. <br /> Jimmy Currie, 5 E. Pollux Circle, representing Simonsdale Civic League <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following resolution was <br />and by the following vote: <br /> <br />adopted, <br /> <br />"A RESOLUTION EXPRESSING THE CONCERN OF THE COUNCIL OF THE CITY OF PORTSMOUTH <br />TO THE SALE AND DISTRIBUTION OF STIMULANTS TO MINORS AND ENDORSING THE ADOPTION <br />OF MORE STRINGENT LAWS TO CONTROL THE SALE AND DISTRIBUTION OF STIMULANTS. <br /> <br /> WHEREAS, stimulants such as caffeine-ephedrine sulphate compounds have not been designat, <br />by federal or state authorities as controlled substances and are readily available for purchas <br />in many businesses anJ establishments in this City, throughout the Commonwealth and the Nation <br />and <br /> <br /> WHEREAS, certain businesses and establishments located in this <br />throughout the Commonwealth and the Nation display these stimulants <br />and pill in attractive and desirable colors, sizes and shapes which <br />experiences of taking such stimulants; and <br /> <br />City and other cities <br />by the capsule, tablet <br />glamorize and advertis <br /> <br /> WHEREAS, such actions on the part of such businesses and establishments encourage the <br />of such stimulants by minors and may introduce them to an "undesirable drug culture" which <br />is unhealthy and detrimental to the quality of life in our City; and <br /> <br /> WHEREAS, the existing drug laws have been ineffective in controlling the sale and dis- <br />tribution of such stimulants; and <br /> <br />WHEREAS, the potential exists for the misuse of such stimulants by minors; and <br /> <br /> WHEREAS, more stringent laws and regulations and the enforcement thereof would aid and <br />assure the proper use of such stimulants by individuals with legitimate needs therefor. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, <br />expresses its concern over the inability of existing laws to prevent the misuse of stimulants <br />by minors and endorses the adoption of more stringent laws to control the sale and distributic <br />of such stimulants. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of Portsmouth directs the City Attor- <br />ney to evaluate and recommend to this Council alternatives that may be available to assure the <br />proper controls on the sale and distribution of such stimulants and, to take whatever steps a~ <br />necessary to assure stricter control of businesses that deal in this product. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed <br />copies of this resolution to the appropriate authorities on the national, state <br />level." <br /> <br />to forward <br />and local <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, ~itlow, Johansen <br />Nays: None <br /> <br /> 83-281 Steve Whitehead, 4419 County Street, representing Westhaven Area Civic League, <br />spoke concerning the condition of the Coast~Line Railroad property, located at 3800 block <br />of King Street, removal of pipes being used by young people, removal of debris from the old <br />Westhaven Community Center, and a junkyard located at 4300 South Street. <br /> <br />The matter was referred to the City Manager for investigation. <br /> <br /> 83-282 - Motion of Mr. Barnes and seconded by Mrs. Webb, to go into an executive session <br />for the purpose of discussing the following, and was adopted by unanimous vote: <br /> <br />(1) Use, Sale, or Acqmisition of Public Property <br />(2) Consultation and Briefing on Legal Matters, <br /> includigg Contracts and Litigation <br />(3) A Personnel Matter <br />(4) Boards and Commissions <br /> <br />On motion meeting adjourned. <br />APPROVED -~/~.~ <br /> <br /> <br />
