345 July 12, 1983 City type of Portsmouth for the control of businesses selling "look alike" drugs. We feel these establishments are Fnhealthy and detrimental to life in this fair cmty. We are very concerned that our children~ and our young adults are being exposed to this of "undesirable drug culture". We request your help and support with this matter. Wallace, 321 Thelmar Lane Gene Baldwin, 404 Tareyton Lane, representing Park Manor Civic Club. Jimmy Currie, 5 E. Pollux Circle, representing Simonsdale Civic League On motion of Mr. Barnes and seconded by Mrs. Webb, the following resolution was and by the following vote: adopted, "A RESOLUTION EXPRESSING THE CONCERN OF THE COUNCIL OF THE CITY OF PORTSMOUTH TO THE SALE AND DISTRIBUTION OF STIMULANTS TO MINORS AND ENDORSING THE ADOPTION OF MORE STRINGENT LAWS TO CONTROL THE SALE AND DISTRIBUTION OF STIMULANTS. WHEREAS, stimulants such as caffeine-ephedrine sulphate compounds have not been designat, by federal or state authorities as controlled substances and are readily available for purchas in many businesses anJ establishments in this City, throughout the Commonwealth and the Nation and WHEREAS, certain businesses and establishments located in this throughout the Commonwealth and the Nation display these stimulants and pill in attractive and desirable colors, sizes and shapes which experiences of taking such stimulants; and City and other cities by the capsule, tablet glamorize and advertis WHEREAS, such actions on the part of such businesses and establishments encourage the of such stimulants by minors and may introduce them to an "undesirable drug culture" which is unhealthy and detrimental to the quality of life in our City; and WHEREAS, the existing drug laws have been ineffective in controlling the sale and dis- tribution of such stimulants; and WHEREAS, the potential exists for the misuse of such stimulants by minors; and WHEREAS, more stringent laws and regulations and the enforcement thereof would aid and assure the proper use of such stimulants by individuals with legitimate needs therefor. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, expresses its concern over the inability of existing laws to prevent the misuse of stimulants by minors and endorses the adoption of more stringent laws to control the sale and distributic of such stimulants. BE IT FURTHER RESOLVED that the Council of the City of Portsmouth directs the City Attor- ney to evaluate and recommend to this Council alternatives that may be available to assure the proper controls on the sale and distribution of such stimulants and, to take whatever steps a~ necessary to assure stricter control of businesses that deal in this product. BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed copies of this resolution to the appropriate authorities on the national, state level." to forward and local Ayes: Barnes, Beamer, Gray, Holley, Webb, ~itlow, Johansen Nays: None 83-281 Steve Whitehead, 4419 County Street, representing Westhaven Area Civic League, spoke concerning the condition of the Coast~Line Railroad property, located at 3800 block of King Street, removal of pipes being used by young people, removal of debris from the old Westhaven Community Center, and a junkyard located at 4300 South Street. The matter was referred to the City Manager for investigation. 83-282 - Motion of Mr. Barnes and seconded by Mrs. Webb, to go into an executive session for the purpose of discussing the following, and was adopted by unanimous vote: (1) Use, Sale, or Acqmisition of Public Property (2) Consultation and Briefing on Legal Matters, includigg Contracts and Litigation (3) A Personnel Matter (4) Boards and Commissions On motion meeting adjourned.
