Fanney, by Kirk <br /> Berkeley, Agent, to operate a mini-storage facility on the north <br /> side of Portsmouth Boulevard, from its intersection with CalifornJ <br /> Avenue. <br /> <br /> Kirk Berkelsy, 445 Middle Street, representing the petitioners, spoke for the application <br /> Motion of Mr. Gray and seconded by Mrs. Webb,to concur in ~he reconmendationofD~ - <br /> ,xann~ng Commissi <br /> Motion of Mr. Gray and seconded by Mrs. Webb, to amend the conditions to include "not <br />exceed 42% of the total parcel area~',and was adopted by unanimous vote. <br /> <br />On motion Up 83-10 was approved, as amended, on first reading, and by unanimous vote. <br /> <br />(h) Use Permit UP 83-11 <br /> <br />- Application of Bob Jones Realty, by Lind~ Grimes,~"A~plicant, <br /> to operate a drop-in baby-sitting service at 4805 Portsmouth <br /> Boulevard. <br /> <br /> Linda Grimes, 3048 Ashlawn Terrace, Virginia Beach, Applicant, was availabe f6r any <br />questions. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Barnes, to concur in the recommendation of <br />the Planning Commissicn, UP 83-11 ro operate a crop-in baby-sitti~g ~>az%ce at 4805 Portsmouth <br />Boulevard, was approved on first reading by unanimous vote. <br /> <br />ii] DINWIDDIE PLAZA - <br /> <br />Application by developers ar~g.Architect Dan Griffin for a parking <br />variance for renovation of the Dinwiddie Hotel and construction <br />of a new apartment building adjacent to the Hotel over its parking <br />lot. <br /> <br />Dan Griffin, Architect, 308 Professional Building, requested approval of the application. <br /> <br /> Motion of Mrs. ~ebb and seconded by Mr. Beamer, to concur in the recommendation of the <br />Planning Commission. <br /> <br /> Motion of Mr. Barnes and seconded <br />through the City Attorney, confer with <br />and agree upon terms to be included on <br /> <br />by Mr. Gray, to amend, and that the City Manager, <br />the d~veloper and the applicant requesting the variance <br />second reading, and was adopted by unanimous vote. <br /> <br /> On motion, as amended, application for'h parking variance, was approved on'first reading <br />and by unanimous vote. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 83-249 The following ordinance approved on first reading at the regular meeting of <br />June 28, 1983, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $450,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE ACQUISITION FOR THE NECESSARY RIGHTS-OF-WAY AND ASSOCIATED EXPENSES FOR <br />THE WIDENING O~ WEST NORFOLK ROAD." <br /> <br />David Willett, 5712 West Norfolk Road, sooke agains~ the widening of West Norfolk Road. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the ordinanse was adopted, and by the <br />£ollswing vote: <br /> <br />Ayes: Barnes, Beamer, Gray, <br />Nays: Holley, Johansen <br /> <br /> 83-250 The following ordinance approved on first reading at the regular meeting of <br />June 28, 1983, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $450,000 FKOM THE CAPITAL IMPROVEMENT FUND FOR <br />THE PUBLIC SCHOOLS FOR THE PURCHASE AND INSTALLATION OF TEN BOILERS FOR FIVE <br />SCHOOLS AND FOR THE ASBESTOS REMOVAL PROGRAM." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the ordinance was adopted, and by the <br />followigg vote: <br /> <br />Ky~s: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />- REPORTS FROM THE CITY MANAGER <br /> <br /> 83-269 - Letter from the City Manager recommending adoption of a resolution contracting <br />to provide a payment to the Southeastern Public Service Authority of Virgifiia to guarantee <br />the payment of a part of a certain obligation of that Authority. <br /> <br /> "Attached is a proposed resolution which is recommended for your adoption by officials <br />of ~he Southeastern Public Service Authority of Virginia. The res61ution needs to be adopted <br />by all participating conm~unities of the regional organization prior to the Authority meeting <br />of July 27th, 1983. <br /> <br /> The adoption of this ~esolution: commits the City Council of the City of Portsmouth to <br />guarantee payment of obligations accrued by the Authority in the event that %he solid waste <br />project, as presently presented, does not come to fruition. It should be understood that no <br />appropriation would be necessary at this time. Because of recent activities, I feel the pros- <br />pects of building this regional facility are greater now than ever before. Attached is a <br /> <br /> <br />
