<br /> At a regular meeting of the City Council held on Tuesday, August 23, 1983, there were

<br /> Rev. William Kube, Pastor of Indiana United Methodist Church, opened the meeting with
<br />prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Johansen welcomed all visitors in attendance.
<br />
<br /> Motion of Mrs. Webb and seconded by Mr. Barnes, minutes of the called meeting of August
<br />9, 1983, to be approved as received; minutes of the regular meeting of August 9, 1983 to be
<br />approved with corrected copy, and was adopted by unanimous vote.

<br /> 83-318 Public Hearing on local application for State Enterprise Zone designation was
<br /> held.
<br />
<br /> Gerald Burgess, Director of E~onomic Development, representing Urban Enterprise Zone
<br />Task Force, presented a summary on the Enterprise Zone, and recommended a local zone regardles
<br />of State action.
<br /> Charles B. Whitehurst, 342 Worthington Square, repre$~tin~self and member of Portsmouth
<br />Enterprise Zone Task Force, spoke in support of the approval of the Enterprise Zone as submitt
<br />by the Committee.
<br /> Michael A. Kay, Executive Director of Portsmouth Redevelopment and Housing Authority,
<br />spoke in support of the application for State Enterprise Zone designation.
<br />

<br />proceedings of West Norfolk Road was held.

<br />On motion of Mrs. Webb and seconded by Mr. Gray, the following Items 83-301 (a)(d) and
<br />approved on first reading at the Public Hearing of August 9, 1983, were adopted and by
<br />following vote:

<br /> WHEREAS, Clarence Winfield, Chairman of the Board of the Olive Branch Baptis~ ~Church,
<br />made an application pursuant to Section 40-71 (b) of the Code of the City of Portsmoutn,
<br />Virginia, 1973, for the granting of a use permit as hereinafter - described; and
<br />
<br /> WHEREAS, the applicant and the Planning Director have done all things required to be
<br />done in connection with said application; and
<br />
<br />WHEREAS, the Planning Commission has recommended the granting of said use permit.
<br />
<br />THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br />Z. That the use for which ~he use permit hemin~ter-described is sought:
<br />
<br /> (a) Will no~ adversely affect the health and safety of persons residing or working
<br />in the neighborhood of the proposed use;
<br />
<br /> lb) Will not be detrimental to the public use or injurious to the property and
<br />improvements in the neighborhood; and
<br />
<br /> (c) Will be in accordance with the purposes of the Zoning Chapter of the City
<br />Code.

<br /> 2. Olive Branch Baptist Church is hereby granted a use permit pursuant
<br />of the Code of the City of Portsmouth to operate a church and place of worship,
<br />educational buildings on the property designated as 2608 Airline Boulevard and
<br />Tax Plate 440, Parcel 2 (UP-83-13).
