<br /> WHEREAS, in the course of their playing, 13 year old William Otis Richardson inadvertentl
<br />ended up in deep water and began caIling for help; and
<br />
<br /> WHEREAS, 8 year old Walter L. Coley,' Jr., better known as "C. J.", entered the pool,
<br />moving around the edge of same until he could reach out and pull William to the side; and
<br />
<br /> WHEREAS, William's lungs had consumed enough water to have drowned, but was given prompt
<br />medical attention, and has now recovered from his near tragedy; and
<br />
<br /> WHEREAS, C. J. had risked his own life, and had an extremely difficult time in rescuing
<br />William and preventmng a tragedy from occurring.
<br />
<br /> NOW, THEREFgRE, BE IT RESOLVED that the Council of the City of Portsmouth recognizes
<br />the promFt and heroic action taken by "C. J." and expresses it's admiration for his commendabl
<br />actions."

<br />meeting (October ~S, 1983) and that the City Manager and staff meet with the residents for
<br />further study on the extension of the Historic District, and was adopted by unanimous ~ote.
