<br /> At a regular meeting of the City Council held on Tuesday, October 11, 1983, there were

<br /> Rev. J. F. Smith, Pastor of First Baptist Church, South
<br />wi~h prayer, followed by the Pledge of Allegiance to Flag.

<br />Portsmouth, opened the meeting
<br />
<br />seconded by Mr. Beamer, minutes of the called meeting of
<br /> 27, 1983, to be approved as
<br />
<br /> Motion of Mrs. Webb and
<br />September 27, 1983; minutes of the-regular meeting of September
<br />received, and was adopted by unanimous vote.
<br />
<br /> 83-373 On motion of Mr. Gray and seconded by Mr. Barnes, the following r~solution was
<br />adopted, and by the following 'vcte:
<br />
<br /> "A RESOLUTION RECOGNIZING THE USS AMERICA AND ITS CO~I~ANDING OFFICER AND CREW
<br /> FOR THE SERVICES RENDERED TO THE CITY AND [TS CITIZENS.
<br />
<br /> WHEREAS, the Council of the City of Portsmouth, Virginia, recognizes and acknowledges
<br />that the USS America is an important element of our national defense, and without any further
<br />contribution would be worthy of recognition; and
<br />
<br /> WHEREAS, while the USS America was undergoing a four month overhaul at the Norfolk Naval
<br />Shipyard in Portsmouth, the City and Captain D. T. Schwaab, the Commanding Officer, jointly
<br />announced that as a gesture of good will, the crew of the USS America would assist the City
<br />in a cleanup project for City Park; and
<br />
<br /> WHEREAS, the Quality of Life Committee for the USS _~nerica obtained volunteers from the
<br />2700 man crew, and at the rate of 30 crew members per day, assisted the City in painting
<br />picnic shelters, the pro shop, picnmc tables, trash cans, fencing and signs, and cleared low
<br />hanging branches and brush allowing a clear view of the Elizabeth River for visitors to City
<br />
<br />Park~ and
<br />
<br />Dental Officers started a Dental Aware-
<br />grade students to participate in an
<br />
<br /> WHEREAS, in addition thereto, the USS America's
<br />ness Program in the Junior High Schools allowing 7th
<br />interesting and creative forum; and
<br />
<br /> WHEREAS, volunteers from the crew initiated work projects to assist the operation of
<br />Holiday House located in the Westhaven section of our City; and
<br />
<br /> WHEREAS, selected members of the crew repaired the United Way Campaign banner and a vol-
<br />unteer projectionist offered his services to show the United Way Campaign film on over a doze~
<br />occasions; and
<br />
<br /> WHEREAS, the City of Portsmouth has received over $20,000 in labor as a result of this
<br />endeavor and, more importantly, developed a warm appreciation for the crew of the USS America
<br />as representatives of "Our Navy"
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth recognizes the
<br />services performed by the crew of the USS America and extends its appreciation to Captain D.
<br />Schwaab and those members of the crew who participated for the services rendered to our City
<br />and its citizens.
<br />
<br /> BE I7 FURTHER RESOLVED that as a further token of our appreciation, the City invites cre
<br />members who have particmpated in these programs to a "Portsmouth Loves America" picnic on
<br />Friday, October 14, 1983 at 12:OO Noon at City Park for an afternoon of food, fun and fellow~
<br />ship."

<br />Mayor Johansen presented the resolution to Captain D. T. Schwaab, Commanding Officer of

<br />an educational tour to Walt Disney World, Sea World
<br />and August 20th, 1983; and

<br />Portsmouth, Virginia sponsored
<br />Center between August 15th
<br />
<br />in Savannah, Georgia, and a
<br />
<br /> WHEREAS, on Friday, August 19, 1983, the tour was lodged
