Wyatt, Pastor of Sweethaven Baptist Church, opened the meeting with prayer, <br />~'foii0We'~ by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Johansen welqomed all visitors in attendance. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, minutes of the calledmeeting of October <br />27, 1983; minutes of the regular meeting of October 27, 1983, to be approved as received, and <br />was adoptg~ ~y unanimous vote. <br /> <br /> 83-403(a) Mayor Johansen presented Certificates of Appreciation for services rendered <br />to the following former members of Boards/Commissions: <br /> <br />Paul Clark - Supplemental Retirement Board; <br />John G. Hatcher, Jr. - Community Services Board; <br />James S. Hartley, William E. Copeland, A. Ray Spruill, Dr. James C. Sears, <br />L. Louise Lucas, Etheleen E. Carrington, Shirley H. Lassiter, David S. Peck, <br />P. Ward Robinett, Jr., and James W. Provost, 3708 Turnpike Road, petitioner, spoke in support of the petition; stating <br />that he did live on the property. <br /> <br /> Substitute motion of Mr. Whitlow and secnnded by Mrs. Webb, that Z 83-24 to be referred <br />back to the~Planning Commission for additional consideration and report to Council, and was <br />adopted by unanimous vote. <br /> <br />Petition Z.83-25 <br /> <br />Petition of the U. S. Navy, by Francis J. Driscoll of <br />MMM Design Group, for a tract of land north of Paradise <br />Creek, between Victory Boulevard and Burton[s Point Road; <br />from U.S.G. to Industrial M-2. (Also see use permit appli- <br />cation UP 83-24) <br /> <br /> James Comyns, Palm Beach, Florida, representing Portsmouth Coal Terminal, Inc. [President <br />spoke concerning the techniques that had been included ink, the design to control the environ- <br />ment and referred to to his letter of October 31, 1983, requesting the language as stated in <br />his letter, if the Council concurs. (See Exhibit 83-404(c)) <br /> <br /> Councilman Gray presented the following re~ommendatin~s: <br /> <br />1. Standard Site Plan Improvements to include but not limited to paved <br /> access roads and concrete paved ditches. <br />2 Totaly Enclosed System. <br />S. Water Treatment Plant. <br />4.
