December <br /> <br /> 83-450 Letter from the City Manager recommending adoption of an ordinance on first <br />reading to appropriate $26,923.21 to upgrade storm drainage in the area of the new Broad <br />Street Post Office. <br /> <br /> "The U. S. Postal Service is presently constructing a new Post Office adjacent to Broad <br />Street in Port Norfolk. The project involves piping a drainage ditch which under present <br />guidelines requires a 24" storm drain. The City's future plans for the area calls for a 42" <br />sotrm drain. At the request of the City, the Postal Service has agreed to have their contract¢ <br />install the larger pipe with the City reimbursing them for the cost difference ($26,923.21). <br />If the City was to postpone this improvement to coincide with the Capital Improvement Plan eog~ <br />could exceed $45,000. <br /> <br /> The City Engineer recommends we contract with the U. <br />of the larger pipe and that $26,923.21 be appropriated to <br />savings to the City will be in excess of $18,000. <br /> <br />S. Long term <br /> <br /> I therefore recommend that the necessary funds be appropriated and that I be authorized tc <br />enter into a contract with the U. S. Postal Service." <br /> <br /> On motion of Mr. Whitlow and seconded by Mrs. Webb, the following ordinance was approved <br />on first reading, and that authorization be granted to enter into a contract with the U. S. <br />Postal S~rvice, as requested, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $26,923.21 FROM THE CAPITAL IMPROVEMENT FUND TO <br />INSTALL DRAINAGE PIPES IN THE PORT NORFOLK AREA." <br /> <br /> 83-452 - Letter from the City Manager recommending adoption of an ordinance to amend <br />Article I of Chapter II Section 11~19 of the Code of the City of Portsmouth pertaining to the <br />disposition of certain paid and cancelled Bonds and Interest Coupons of a historical nature. <br /> <br /> "The present ordinance petaining to the ~%~g~t~¢fii7 of paid and cancelled bonds issued by <br />the City stipulates that they be destroyed and burned by the Director of Finance. <br /> <br /> The Director of Finance has informed me that during the process, of relocating from the <br />Municipal BUilding to the new City Hall, several boxes of cancelled bonds were discovered. <br />of these bonds may have historical interest or other value to the City; however, under the <br />present code they would be required to be burned. <br /> <br />old <br />Sore <br /> <br /> ,The amendment to the ordinance I have had prepared for your consideration will permit the <br />Council by resolution to save a few bond certificates for historic, preservation, promotion or <br />other purposes. These bonds would be physically perforated making~them,non~negiotiable, and <br />could be used, for example, as presentation to visiting dignataries, retiring employees, out- <br />standing citizens of placed in prominent locations for public view. <br /> <br />I recommend to the City Council the adoption of the amendment to the ordinance." <br /> <br /> On motion of Mr. Whitlow and seconded by Mr. Gray, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 11-19 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, PERTAINING TO THE DISPOSITON OF CERTAIN PAID AND CANCELLED <br />BONDS AND INTEREST COUPONS." <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow <br />Nays: None <br /> <br /> 83-453 - Letter from the City Manager recommending adoption of a resolution authorizing t~ <br />retention of certain paid and cancelled Bonds for disp~Ry, presentation, and distribution pur- <br />poses that have historical significance. <br /> <br /> "Attached for your consideration is a resolution designating certain cancelled bonds not <br />to be burned. They have been cancelled by perforation thereby making it clear that they are <br />non-negiotiable. <br /> <br /> The bonds may have historical value in that they were used as the means of financing <br />certain capital improvements which represented significant milestones in the development of <br />Portsmouth.
