<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the Council approves the issuance of Industrial Development Revenue fonds by the Portsmouth
<br />Industrial Development Authority for the benefit of Goldman and Goldman, T/A Campaign, Inc. fo
<br />the acquisition, renovation and equipping of a facility at 1140 South Street in Portsmouth,
<br />Virginia.
<br />
<br /> BE IT FURTHER RESOLVED that the approval of the issuance of the bonds as required by the
<br />applicable federal and state laws does not constitute an endorsement of the bonds, financial
<br />viability of the facility, or the credit worthiness of the company, but, as required by ~15.1-
<br />~380 of the Code of Virginia, 1950, as amended, the bonds shall provide that neither the
<br />Cemmo.nweal~h~of Virginia, City of Portsmouth, nor IDA shall be obligated to pay the bonds or
<br />the interest thereon or other costs incident thereto except from the revenues and monies
<br />pledged therefor, and neither the faith or credit of the taxing power of the commonwealth,
<br />the City nor the IDA shall be pledged thereto.

<br />resolution shall take effect immediately upon its adoption."

<br /> 83-448 ~ Letter from the City Manager recommending adoption of an ordinance on first
<br />reading to appropriate $57,150 from the Capital Improvement Fund for improvements to Portsmout
<br />Sleepy Hole Golf Course; and, award of contract to the lowest responsible bidder, Williams
<br />Corporation of Virginia.
<br />
<br /> "As you are aware we have been attempting to install paved golf cart paths at Portsmouth
<br />Sleepy Hole Park Golf Park in effort not Only to continue to attract the prestigious LPGA~Tour
<br />nament but to increase revenues by allowing play during inclement Weather.
<br />
<br /> Last year City Council authorized $33,350 for the installment of 6,450 feet of paved
<br />golf cart paths which enabled to pave four (4) fairways. Included'in the 83-84 Capital Improw
<br />ment Program was $70,000 for improvements to Sleepy Hole Golf Course. This project will allow
<br />us to build an additional seven (7) cart paths leaving seven (7) for next year.
<br />
<br />Bids have been received as follows:

<br />(3) Rea Construction Company
<br />

<br /> It is therefore recommended that City Council authorize the award of the contract to the
<br />low bidder and grant and approve appropriations in the amount of $57,150."

<br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following ordinance was approved
<br />on first reading, andLthat the contract be awarded to the low bidder, Williams Corporation of
<br />Virginia, and was adopted by unanimous vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $57,150 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />IMPROVEMENTS TO THE PORTSMOUTH SLEEPY HOLE GOLF COURSE."

<br /> 83-449 Letter from the City Manager recommending adoption of an ordinance to amend
<br />Section 32'19 of the Code of the City of Portsmouth pertaining to sidewalk s~ies downtown
<br />during designated festivals.
<br />
<br /> "In an effort to create a greater awareness in the diversity of Retial Sales in our
<br />Central Business District, the Merchants of the Downtown Association are requesting an ordinan<
<br />authorizing sidewalk sales.
<br />
<br /> The adoption of the ordinance will not allow continuous sidewalk sales, but will allow fo~
<br />sales during festivals. It is, therefore, recommended by the Merchants and I concur, that Cit
<br />Council adopt the attached ordinance to amend S~ction 32-19 of the Code of the City of Ports-
<br />mouth effective immediately."

<br /> On motion of Mrs. Webb and seconded by Mr. Barnes, the following ordinance was adopted
<br />on first and final reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO AMEND SECTION 32-19 OF THE CODE OF THE CITY OF PORTSMOUTH,
<br />VIRGINIA, 1973, PERTAINING TO STREETS AND SIDEWALKS."
