January 10, 1984 <br /> <br /> "As part of our rehabilitation of Portsmouth City Park, the Director of Parks and <br />Recreation has identified a combination of funds available to construct a Senior Citizens <br />Walking Fitness Trail in City Park. This trail would help meet the needs of the rising <br />physical fitness boom and the large number of seniors who live around and utilize the park. <br /> <br /> The Virginia Division of Parks and Recreation is providing $3,000 grants to localities <br />on a one-time-only basis. In addition, the Olive Branch Recreation and Parks Forum is <br />providing $750, and the Parks and Recreation Commission has approved a matching grant $750 <br />from the Department's Incentive Fund. Of the total amount ($4,500) 66% represents state <br />funds, 16.8% represents contributions from the Olive Branch Forum, and 16.5% represents the <br />required local match from the Incentive Fund. <br /> <br /> The City Park consultant, Mr. Stuart Connock, has indicated that the fitness trail is <br />compatible with the park,s conceptual proposals, and the trail has been endorsed by the <br />Parks and Recreation Commission. The fitness trail would consist of twenty exercise stations <br />which would be medically designed to provide fitness activities for senior citizens and other <br />persons who need light to moderate exercise. <br /> <br /> The City's application to the Commission of Outdoor Recreation requires a resolution <br />from C~ty Council requesting assistance. Therefore, I recommend Council's approval of the <br />attached resolution." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following resolutions was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR <br />FUNDING TO THE VIRGINIA DIVISION OF PARKS AND RECREATION, TO ENTER INTO <br />SUCH AGREEMENTS AS MAY BE NECESSARY, AND TO PROVIDE THE FUNDS NEEDED AS <br />THE LOCAL SHARE OF THE COST OF THE IMPROVED PROGRAM. <br /> <br /> WHEREAS, the Virginia Division of Parks and Recreation provides funds to assist political <br />subdivisions of the Commonwealth of Virginia to develop outdoor fitness facilities; and <br /> <br /> WHEREAS, there are urgent needs within the City of Portsmouth to develop a fitness walking <br />trail for senior citizens in City Park which is located within the City of Portsmouth, and that <br />the development of such facility is deemed a high priority by the City; and <br /> <br /> WHEREAS, in order to attain funding assistance from the Virginia Division of Parks and <br />Recreation, it is necessary that the City guarantee a proportionate share of the costs thereof; <br />and <br /> <br /> WHEREAS, the proportionate share to be funded by the Virginia Division of Parks and Recreati <br />is three thousand dollars ($3,000), and the remainder of costs, including the value of volunteer <br />labor required for a portion of the installation, to be provided by the City. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the City Manager be, and he hereby is, authorized to cause such information or materials as may <br />be necessary to be provided to the appropriate State Agency, and to enter into such agreements <br />as may be necessary to permit the formulation, approval and funding of the Fitness Trail Project <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of Portsmouth, that the City shall, and <br />hereby gives, its assurances that all applicable state and federal regulations governing such <br />expenditure of funds provided by the Virginia Division of Parks and Recreation will be complied <br />with in the administration of this project, and that the City shall provide the funds needed as <br />the local share of the cost of the approved program up to fifteen hundred dollars ($1,500) to <br />be provided as follows: <br /> <br />(i) The City of Portsmouth - $ 780.00; <br />(2) Olive Branch Forum - 750.00; <br /> <br /> BE IT FURTHER RESOLVED that the Virginia Division of Parks and Recreation is respectfully <br /> requested to assist in the prompt approval and funding of the Fitness Trail Project in order <br />zo enchance the standard of recreational opportunities for the citizens of this City." <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, I~hitlow, Johansen <br />Nays: None <br /> <br /> 84-11 - Letter from the City Manager recommending adoption of a motion to transfer funds <br />from th~ Grants Contingency Account in the amount of $500 for the Clean Community Program. <br /> <br /> "I am pleased to inform you that our request for additional state funds to enhance the <br />Clean Community Program has been approved. <br /> <br /> The supplemental grant of $500 will be used in the development and printing of brochures, <br />warning notices, and decals for the City's residential litter control program. The City's <br />Beautification and Clean Community Commission has done an outstanding job in this area, and <br />these funds will assist in expanding their efforts. <br /> <br /> I recommend that a transfer of $500 from the Grants Contingency Account be approved to <br />facilitate the useage of these funds." <br /> <br /> <br />
